PROPOSED TRIANGLE DISTRICT MASTER PLAN. THANK YOU AND INTRODUCE A REGIONAL PLANNING COUNCIL STAFF THANK YOU. YES PANEL. GHANI SOLVED US. THE ARI ADMINISTRATOR FOR THE RECORD UM AS YOU KNOW THAT THE SIERRA CONTRACT ID WITH THE TREASURE COAST REGIONAL PLANNING COUNCIL TO PREPARE THE TRIANGLE. DISTRICT STUDY. UM, THIS AREA HERE IS A MAP SHOWING UM THE AREA OF STUDY IT'S SURROUNDED BY SOUTH DIXIE HIGHWAY TO NORTHEAST FEDERAL HIGHWAYS. TO THE WEST AND OCEAN BOULEVARD TO THE SOUTH THIS IS A MIXED USE AREA IT HAS OFFICES AUTOMOTIVE USES A T AND T BUILDING CHURCH WITH SCHOOL. AND RECENTLY UH, THE CITY OWNED PARCEL WAS REDEVELOPED WITH AZUL HOUSING, MULTI FAMILY HOUSING. PROJECT ON THE CITY OWNED PROPERTY.

THERE IS A LACK OF INFRASTRUCTURE TO ENCOURAGE WALKING IN THIS NEIGHBORHOOD AND THAT'S WHY I WAS REALLY INTERESTED IN DOING THIS MASTER PLAN UM SO JESSICA SEYMOUR'S HERE FROM TRAGIC POST REGIONAL PLANNING COUNCIL TO PRESENT THE STUDY AND FINDINGS. SHE'S GOING TO PROVIDE DETAILS ABOUT THE EXISTING CONDITIONS WHAT TYPE OF IMPROVEMENTS ARE NEEDED IN THIS AREA THE PUBLIC SURVEY THAT WAS CONDUCTED AND JUST HOW WE CAN ENCOURAGE REDEVELOPMENT IN THIS AREA, SO LET JESSICA TAKE OVER FROM HERE. UM UH STUDY AREA BUT JUST AS PART OF THE SURVEY RESULTS BUT JUST, YOU KNOW, WE'LL KEEP CALLING IT THE TRIANGLE DISTRICT. UM. THIS IS NOT ON. THE PROBLEMS TODAY, OKAY? ALL RIGHT SO YOU GUYS ALREADY KNOW THAT THIS WAS PART OF BASICALLY A TO CHAPTER MASTER PLAN STUDY TO FILL IN SOME GAPS WHERE WE NEEDED A MASTER PLAN IN THE CITY OF STEWART. SO THIS IS THE SECOND CHAPTER TO THAT PLAN WITH THE TRIANGLE DISTRICT THE FIRST CHAPTER WAS THE U. S ONE. UH THE STUDY AREA. HEY, YOU BEEN ALREADY DID AN EXCELLENT JOB DESCRIBING THE AREA THAT'S A STUDY AREA. AND THEN THAT OTHER, UM STUDY AREA THAT THE TREASURE COAST REGIONAL PLANNING COUNCIL LOOKED AT WAS THE U. S ONE CORRIDOR. AND THAT WAS FUNDED IN PART BY OUR BY THE D E A GRANT. WHERE WE ARE TODAY YOU'LL SEE THE TWO LINES OF THE TWO MASTER PLANS. UM AND WE'RE INCHING OUR WAY TO THE FINAL REPORT NOW AND THIS IS A PART OF THAT PROCESS SO THE U. S ONE WRAPPED UP IN JUNE, AND WE ARE, UM. HERE TO PRESENT THE TRIANGLE MASTER PLAN TODAY. GOING BACK IN TIME YOU ALL RECALL THE VISION WORKSHOP THE WALKING TOUR WE CONDUCTED THAT TOUCHED UPON BOTH A LITTLE BIT OF THE U. S ONE STUDY AREA AND THE TRIANGLE DISTRICT WE HAD OVER 50 PARTICIPANTS. REALLY FUN AND SUCCESSFUL DAY, UM, OF INPUT. THEN WE ALSO CONDUCTED THE COMMUNITY SURVEY BACK IN DECEMBER. AND AGAIN ANOTHER REALLY GREAT PIECE OF FEEDBACK FROM RESIDENTS AND THOSE WHO WORK AND LIVE IN THE CITY UM AND JUST OUTSIDE WE ALSO CONDUCTED INDIVIDUAL INTERVIEWS. WITH BUSINESS OWNERS STAKEHOLDERS THE BOARD UM ANYBODY WHO WANTED TO TALK TO US. I'M GOING TO TOUCH UPON SOME OF THOSE IMPORTANT SURVEY QUESTIONS AND THE RESPONSES THAT WE GOT. A KEY QUESTION BRINGING UP HERE IS WHAT WORDS ARE THEMES DID YOU FEEL RESONATED WITH THE DISTRICT AND AGAIN? THIS WAS A QUESTION THAT WE INCLUDED ON THE COMMUNITY SURVEY. THIS IS IMPORTANT BECAUSE WE FELT THAT THIS DISTRICT THAT WE'RE CALLING THE

TRIANGLE DISTRICT UM NEEDED A NAME. SOMETHING IDENTIFIABLE SINCE IT DOESN'T HAVE ANY LANDMARKS IN IT. ALL AROUND IT ARE IDENTIFIABLE PLACES LIKE DOWNTOWN THE OLD DOWNTOWN DISTRICT THE CREEK ARTS AND ENTERTAINMENT DISTRICT SHEPHERDS PARK. SUNSET MARINA AND ANCHORAGE SO WHAT'S THIS MIDDLE SPACE WHAT'S THE CENTER OF THE DOUGHNUT? AND BY AND FAR THE BIGGEST FEEDBACK WE GOT ON THAT QUESTION WAS TRIANGLE DISTRICT. SO THAT'S YOU KNOW GOING FORWARD THEY WERE GOING TO CALL THE STUDY AREA HERE FOR PURPOSES OF CLARITY THE TRIANGLE DISTRICT AND IT IS ONE OF OUR RECOMMENDATIONS THAT THE, UM. THE DISTRICT GETS A NAME SO THAT THIS CAN CARRY FORWARD. WE ALSO ASKED ABOUT WHAT THE STRENGTHS ARE OF THE AREA. AGAIN IN THE WORD CLOUD, THE BIGGER THE WORD. THE MORE PEOPLE USE THAT IN AN OPEN ENDED RESPONSE. IT'S A QUICK VISUAL WAY SO WE CAN SEE WHAT ARE THOSE BUZZWORDS THAT TALK ABOUT? UH, THIS DISTRICT? DOWNTOWN IS CLEARLY THE LARGEST AND YOU CAN SEE THE WORDS THAT CONNECT IT TO DOWNTOWN SO MORE AND MORE OF THIS ESTABLISHES THE FACT THAT THE TRIANGLE DISTRICT IS AN EXTENSION OF THE DOWNTOWN FABRIC. WE ALSO ASKED ABOUT USES THAT WERE APPROPRIATE AND DESIRABLE IN THIS DISTRICT UH THE TOP ONE WAS THE RESTAURANTS WITH US 53% OF PEOPLE RANKING THAT IS THE NUMBER ONE USE THAT THEY WOULD LIKE TO SEE IN THIS DISTRICT.

AND THAT'S ANOTHER POINT IN THE CHARACTERIZATION OF THIS AREA AS A DOUBT AN EXTENSION OF THE WALKABLE COMPACT NEIGHBORHOOD THAT IS THE OLD DOWNTOWN DISTRICT. BECAUSE WHEN WE ASKED THE PARTICIPANTS IN THAT COMMUNITY SURVEY WHAT WAS YOUR NUMBER ONE THING YOU GO TO DOWNTOWN FOR AND IT WAS RESTAURANTS SO GOOD JUST AGAIN. THAT CHARACTER. WE ALSO GOT A LOT OF RESPONSES FOR OTHER. WE WANTED TO DIVE INTO THAT WITH A WORD CLOUD ANALYSIS TO YOU SEE BIG PARK AREA SPACE GREEN SPACE GREEN OUTDOOR RECREATION AND THAT'S A REALLY, UM EVERYBODY WANTS GREEN SPACE OPEN SPACE. BUT IT'S ALSO ANOTHER KEY FACTOR THAT GREEN CIVIC SPACE AND HAND IN HAND WITH THAT URBAN WALKABLE NETWORK IS REALLY IMPORTANT, AND IT'S LACKING IN THIS DISTRICT. YOU'LL SEE THAT REFLECTED IN THE IN THE OVERALL MASTER PLAN.

WE DID AN ANALYSIS OF THE EXISTING CONDITIONS WITH SITE VISITS WE MAPPED OUT SOME OF THE HISTORIC FABRIC THAT WE BELIEVE HIS ASSETS IN THIS NEIGHBORHOOD AND WE NEED TO UNDERSTAND WHERE THOSE ARE AND HOW THEY CAN BE PROTECTED. WE ALSO LOOKED AT THE CIRCULATION PATTERNS THEY'RE BOTH VEHICULAR AND PEDESTRIAN AS PLANNED MENTIONED IT WAS ALREADY NOTED THAT THIS THIS AREA LACKS IN SOME OF THE NECESSARY INFRASTRUCTURE. FOR WALK, ABILITY AND ACTIVATION IS A MIXED USE NEIGHBORHOOD UM AND WE NOTED THAT THERE ARE SEVERAL ONE WAY STREETS. ACRONYM PARTICULARS, WHICH IS HALFWAY. AND THEY'RE ALSO POINTING YOU AWAY FROM SOME OF YOUR MAJOR DESTINATIONS IN DOWNTOWN. SAY MOST PEOPLE ARE TRYING TO GET TO IT FROM OLD TOWN DISTRICT ALL DOWNTOWN DISTRICT OR SOUTH EAST OCEAN BOULEVARD. THOSE ARE REALLY COMMON ROUTES. AND THE TRIANGLE DISTRICT IS PUSHING YOU AWAY FROM THEM. UM SO WE HIGHLY RECOMMEND THAT THESE ROADS RETURNED TO TWO WAY TRAFFIC. UM, NOT JUST FOR HER VEHICULAR TRAFFIC TO MAKE THAT AN EASIER SIMPLER UH CIRCULATION BUT WHEN SOMEBODY GOES THROUGH AN AREA FOR THE FIRST TIME, IT'S OFTEN BY CAR. AND THEY'RE MUCH MORE LIKELY TO RETURN AS A BICYCLE LIST OR OR A WALKER IF THEY UNDERSTAND THE AREA AND THEY UNDERSTAND HOW TO GET AROUND HOW IT'S CONNECTED. AND WE ALSO DID AN UPDATED SURVEY OF THE AVAILABLE PARKING THAT'S OUT THERE TODAY. THEM THE PARKING SURVEY THAT WAS COMPLETED IN 2000 AND 18 STILL HAS MANY VALUABLE. RECOMMENDATIONS AND INFORMATION ON THERE WAS WE WANTED TO ANALYZE IF THERE WAS ANYTHING THAT WAS DIFFERENT SINCE THAT SURVEY OR THAT, UM THAT STUDY HAD BEEN COMPLETED. WE DID FIND THAT THERE WERE SOME CHANGES BECAUSE OF AZUL UM BUT OF NOTE THERE'S 195 ON STREET PARKING SPACES IN THE TRIANGLE DISTRICT. UM AND THEN. 83 ON THE PARKING SPACES ARE ON THE SURFACE LOTS. IS 235 COMMERCIAL PARKING SPACES. WHAT THIS TOLD US IS THAT DESPITE UM. A LOT OF CONVERSATION ABOUT THE NEED FOR PARKING THERE ARE A LOT OF OPPORTUNITIES FOR PARKING IN THE TRIANGLE DISTRICT. AND THAT A DISTRICT WIDE PARKING APPROACH IS SOMETHING THAT SHOULD BE LOOKED AT FOR THE TRIANGLE DISTRICT AND MORE OF URBAN DISTRICTS UM, ADJACENT TO DOWNTOWN. AND I'LL GO THROUGH THE STEPS OF WHAT THAT MEANS.

UM, FIRST ASSESS THE PARKING, UH, CODE YOU'VE GOT A PARKING CO TODAY YOU WANT TO UNDERSTAND IS IT? UM IS IT THE CARROT AND STICKS THAT YOU WANT IN YOUR DOWNTOWN SO. FOR EXAMPLE UM YOU KNOW YOU YOU MAY WANT TO LOOK AT HOW A PARK ONCE ENVIRONMENT IS IMPACTING THIS AREA WHEN YOU GO TO DOWNTOWN OLD DOWNTOWN TODAY. IF YOU'RE GOING TO KILLINGS FOR ICE CREAM, YOU'RE GOING TO GO TWO DOORS DOWN AND DO THE RETAIL SHOPPING THERE. YOU DON'T NEED INDIVIDUAL PARKING FOR BOTH OF THOSE SPACES SO FOR THAT REASON YOU CAN HAVE A DIFFERENT PARKING CODE AND THAT'S SOMETHING THAT'S OUT ON US ONE OR FURTHER AWAY WHERE IT'S TAKING. SINGLE POINT PARKING SO THERE'S MORE SHARED PARKING FOR THOSE WHO ARE DRIVING. YOU'RE ALSO CLOSER TO PLACES WHERE PEOPLE CAN LIVE AND WORK AND SO YOU DON'T NEED TO PROVIDE AS MUCH PARKING SO.

IT MIGHT BE OPPORTUNITIES TO SHAVE DOWN SOME OF THE PARKING REQUIREMENTS TO A MORE PARK ONCE ENVIRONMENT AND THEN ALSO LOOKING AT WHAT USES ARE DRIVING THE PARKING REQUIREMENT BY CODE. UM WHICH SOME OF THOSE USES MAY BE HIGHER THAN WHAT YOU REALLY INTENDED THEM TO BE.

AND THEN PHASE TWO, WHICH IS REALLY THE BULK OF WHERE OUR RECOMMENDATIONS COME FROM WHICH IS ABOUT COMPLETING STREETS MAKING THEM WALKABLE MAKING THE ON THE GROUND INFRASTRUCTURE AND ATTRACTIVE PLACE WHERE YOU WANT TO BE. WHERE YOU WANT TO WALK WHERE IT'S EASY TO WALK, AND UM AGAIN IT JUST SUPPORTS THAT REDEVELOPMENT UM AND THE PARK ONCE ENVIRONMENT. GOING THROUGH SOME OF THOSE EXISTING CONDITIONS THAT WHERE WE SAW THERE WAS A LACK OF WALK ABILITY THIS IS A MAP THAT INDICATES WHERE WE HAVE SHADE TREATS. JASON TO RIGHTS OF WAY WHEN YOU SEE THERE'S A LOT OF GAPS SO NOT A LOT OF SHADE OUT HERE. HERE'S SOME IMAGES OF WHERE THAT'S HAPPENING UM, YOU KNOW PROPERTY SALES THERE'S ACTUALLY CASTING A NIGHT SHADOW AT THIS TIME OF DAY. BUT YOU'VE GOT SOME REALLY BARREN SPACES IN THE TRIANGLE DISTRICT. AS FAR AS LANDSCAPING GREENERY AND SHADE UH AND THIS GOES BACK TO THE COMMENTS WE GOT ABOUT THE NEED FOR GREEN IN A DISTRICT LIKE THIS. THIS IS AN EXAMPLE UM FROM WEST PALM BEACH. YOU NOTE UM YOU KNOW YOU'RE IMMEDIATELY YOU CAN SEE THE DIFFERENCE IN THE TWO STREETS.

BUT WHEN YOU LOOK AT THE GROUND THERE'S ACTUALLY NOT THAT MUCH DIFFERENT BETWEEN THE TWO STREET SECTIONS THEY BOTH HAVE ON STREET PARKING THEY BOTH ARE TWO LANE ROADS THEY BOTH HAVE UM FIVE OR SIX FT SIDEWALKS WITH A FIVE OR SIX FT. GREEN GREEN SPACE BETWEEN KURBAN SIDEWALL THEY'RE THE EXACT SAME STREET SECTION. WHAT'S DIFFERENT IS THE TREES. SO REALLY UM GOES TO SHOW THE IMPACT THAT TREES HAVE. OR YOUR PROPERTY VALUE YOUR QUALITY OF LIFE THE HOW PLEASURABLE IT IS TO WALK ON THAT STREET ARE THOSE OAK TREES. THOSE ARE OAK TREES. YES. BELIEVE THEY ARE. I CAN VERIFY BUT I'M ALMOST CERTAIN THERE. UM. WE ALSO TOOK A DETAILED LOOK AT WHERE WE HAD MISSING SIDEWALKS AND WHERE WE HAD MISSING CROSSWALK. UM, SO THE RED INDICATES WHERE THERE'S A MISSING CROSSWALK OR A MISSING SIDEWALKS. ACTUALLY A GOOD DEAL OF SIDEWALKS OUT THERE. THEY'RE NOT VERY BIG. THEY'RE INTERRUPTED BY A LOT OF UTILITY POLES BUT THEY'RE OUT THERE, BUT YOU CAN SEE THAT. WHERE ONE IS INDICATING PICTURES HERE. THERE'S A COUPLE THAT ARE REALLY IMPORTANT SO IF YOU'RE WALKING TO DOWNTOWN UM, OLD DOWNTOWN OR IF YOU'RE WALKING ALONG DIXIE YOU CAN'T GET WHERE YOU'RE GOING UH SAFELY OR FEEL SAFE, AT LEAST WHILE YOU'RE GETTING THERE. UM THERE'S A LOT OF BLIND TURNS AS YOU COME AROUND THOSE CORNERS BACK ONTO DIXIE. WE'VE HAD A COUPLE OF. NEIGHBORHOOD MEETINGS WHERE WE RECEIVED FEEDBACK WE PLAN TO GO BACK IN SEPTEMBER UH TO THE NEIGHBORHOOD TO GET FINAL FEEDBACK BEFORE WE MOVE FORWARD WITH THE DESIGNS SINCE THAT'S BUDGETED FOR FISCAL YEAR, 2022. RIVERSIDE PARK NEIGHBORHOOD THIS IS A TWO PHASE PROJECT UH THE SECTION THAT YOU SEE HIGHLIGHTED IN SORRY. LET ME MAKE THIS BIGGER. UH, THE SECTION THAT YOU SEE HIGHLIGHTED IN BLUE IS EXPECTED TO GO IN CONSTRUCTION BY END OF THIS YEAR. THE REST OF THE NEIGHBORHOOD WE'LL HAVE TO WAIT UNTIL FISCAL YEAR 2024 BECAUSE WE RECEIVED LAP GRANT FOR THAT, SO WE HAVE TO WAIT UNTIL WE ACCEPT THE GRAND. WE ALSO COMPLETED THE KIOSK AT THE OLD DOWNTOWN DISTRICT BY THE DUFFY'S AND WE ALSO INSTALLED A NEW ONE IN THE ARTS AND ENTERTAINMENT DISTRICT. THIS WILL HELP TO PROMOTE EVENTS AND ACTIVITIES IN THIS AREA UM HIGH VISIBILITY CROSSWALKS AND SHARE MARKINGS ANDY STEWART WE COMPLETED THAT FEDERAL HIGHWAY. MEDIAN IMPROVEMENT IS ALSO COMPLETED ON THE FINAL INSPECTIONS ARE THIS WEEK. THE TWO MASTER PLAN THAT WE WORKED ON THIS FISCAL YEAR WAS FEDERAL HIGHWAY MASTER PLAN AND TRIANGLE DISTRICT. WHICH WERE BOTH PRESENTED TO YOU. GUY DAVIS COMMUNITY PARK IMPROVEMENTS THAT'S UNDERWAY.

WE EXPECT TO PROVIDE THE CONCEPTUAL DESIGN AND. A COST ESTIMATE BY END OF THIS YEAR, AND ALSO WE COMPLETED THE PRE DESIGNED SURVEY. AND WE'RE LOOKING AT THE DATA FOR THAT.

WE RECEIVED ALL A $750,000 CDBG GRANT THAT WILL BE IMPLEMENTED NEXT FISCAL YEAR. SOME OF PUBLIC WORKS PROJECT THAT WERE TOO FUNDED IS VERY WALK HAND REAL REPLACEMENT PROJECT THAT'S UNDERWAY AND IS EXPECTED TO BE COMPLETED BY NOVEMBER SHEPHERD PARK IMPROVEMENT PROJECT WAS COMPLETED BY PUBLIC WORDS AND AGAIN THE REASON I MENTION THIS BECAUSE THESE ARE TIFF FUNDED.

OR PORSCHE, PARTIALLY TO FUNDED. DIXIE HIGHWAY SIDE ROCK PROJECT AH OUTSIDE OF OUR PROJECT WAS COMPLETE AND ALSO ON SOUTHEAST FLORIDA STREET. BECAUSE THAT WOULD BE THE CONTINUOUS OF THE ENHANCEMENTS THAT ALREADY WAS STARTED BY AZUL. SO WE ARE WORKING WITH, UM I WILL BE COORDINATING WITH BRIGHT LINE AND MPO UH IF THIS PROJECT IS TO MOVE FORWARD I BUDGETED $250,000 IN THE BUDGET.
