THERE'S ALSO A LOT OF, UNFORTUNATELY SOME MISINFORMATION THAT'S BEEN DISTRIBUTED TO THE WINDOW MIRROR H AWAY. UM I AFTER SPEAKING WITH HIM, I'M GOING TO REACH OUT TO THE TO HIM AND WORK WITH DAVID AND WITH CHIEF FELICIAN TO SET UP A TOWN HALL MEETING WITH THE WINDERMERE H AWAY TO DISCUSS. IF WE MAY CHOOSE TO DO THAT, WHETHER THAT BE OUR PARKS , UM, YOU KNOW, OR, YOU KNOW, IN OTHER CASES LIKE THE BEACH, FOR INSTANCE, SO THE LEAGUE IS SUPPORTIVE OF THAT I'M PERSONALLY I'M SUPPORTIVE OF THAT. WE'VE GOT TO WORK ON INVESTMENTS IN OUR COMMUNITY WHERE WE CAN, BUT YOU KNOW, WE HAVE TO CONTINUE THINKING ABOUT WHAT WE CAN DO WITH HOUSING. WE'VE TALKED ABOUT A YOU KNOW, INCLUSIONARY ZONING ORDINANCE, WHICH THE COMMISSION IS NOT IN FAVOR OF, UM I WANT TO START PUTTING SOME IDEAS TOGETHER AROUND THE FACT THAT WE DO HAVE ARTE FUNDS ALLOCATED FOR HOUSING . WE HAVE THEM LARGELY IN A YOU KNOW, AND A BUCKET THAT WE'VE RESERVED AND SO I'D LIKE TO START HAVE A START REALLY THINKING ABOUT WHAT IS POSSIBLE FOR US AS A SMALL GOVERNMENT TO DO WHETHER THAT BE BUYING UP PROPERTIES AND WORKING WITH DEVELOPERS THAT CAN PUT AFFORDABLE, TRULY AFFORDABLE HOUSING PROPERTIES. IN PLACE. WE CAN'T. WE CAN'T BUILD A HOUSE FOR EVERYBODY. I WISH WE COULD, BUT THAT'S NOT WHAT WE JUST CAN'T. FOR WHAT CAN WE DO? THERE'S THERE ARE THINGS THAT WE CAN DO. BUT PERHAPS WE COULD TAKE IT A STEP FURTHER WORK WITH OUR BUILDING DEPARTMENT COME UP WITH A FEW. AH PLANS THREE OR FOUR PLANS AND DISCUSS WITH FIVE OR 10 CONTRACTORS AROUND TOWN. PROVIDE THOSE TO THE HOMEOWNER WHO HAS THE BUILT HOUSE WHERE THE CITY WORKED WITH THEM ON BENEFITS, AND IF THEY WERE TO RECEIVE THOSE BENEFITS OF THE CITY'S PRESET PLANS, THE CITY'S CONTRACTORS THAT WE WORK WITH THAT HAVE ALREADY BID OUT THE HOUSE IN ANY OTHER BENEFITS . PERHAPS WE COULD DISCUSS THAT A FUTURE TIME THE READ OF BENEFIT FOR A SINGLE FAMILY LOTS. THEY WOULD AGREE TO RENT THAT HOUSE. AT A PRESET RATE. IT WOULD BE. UM IF THERE ARE ANY OTHER AGENCIES BESIDES WATER MANAGEMENT DISTRICTS THAT PROVIDE REVENUE FUNDING FROM THE JOURNAL APPROPRIATIONS ACT THAT THE LEGISLATURE PASSES EVERY YEAR.

UM WE'RE PROPOSING SEVERAL MODIFICATIONS TO THE SHORE LINE . THERE'S AN EXISTING BAFFLE BOX. THAT'S AN OLDER GENERATION ON GENERATION WANT. IT'S CALLED SO AS PART OF THIS PROJECT, WE LOOK TO KIND OF, UM I GUESS MODERNIZED THE INTERNAL COMPONENTS. YOU KNOW, PUT IN ON A NEW BAFFLE AND MAYBE SOME NEW TECHNOLOGY TO HELP, YOU KNOW, FILTER OUT. THE STORMWATER POLLUTANTS. SECONDARY WE WOULD INSTALL A FIVE FT BUFFERED SHORELINE ALONG THE UPLAND PORTION. THIS WOULD HELP PROVIDE FILTRATION FROM ANY STORMWATER RUNOFF COMING FROM SOUTHEAST ILLINOIS AVENUE. THIRDLY WE WOULD REMOVE THE EXISTING RUBBLE , CONCRETE THAT'S OUT THERE AND REPLACE IT WITH RIP RAP. THE RIPRAP WOULD HELP ARMOR THE SHORE LINE AND PROTECTED FROM EROSION. AND THEN LASTLY, OUT IN THE WATER, WE CONSTRUCT A 10 FT LIVING SHORELINE THAT 10 FT.

LIVING SHORE LINE WOULD BE CONSIST OF TWO THINGS. GABY IN STRUCTURE. IT'S CALLED GABY IN BASKETS. BASICALLY IT'S RIP RAP IN A WIRE MESH SO VERY NATURAL LOOKING THE PURPOSE OF THE GAY BIAN'S WOULD BE TO HELP DISSIPATE THE ENERGY OF ANY WAVES AND HELP PROTECT THE PLANTINGS, SO THE PLANTINGS WOULD BE THE SECOND PORTION OF THE LIVING SHORELINES. AND I MEAN BEACONS PLANTED, UH, INSIDE THE GEDEON BASKETS. BASICALLY THAT THE PLANTS WOULD HELP WITH NUTRIENT REMOVAL AND ALSO PROVIDE HABITAT FOR MARINE SPECIES AND WAITING BIRDS. AND HERE'S JUST A SECTION SHOWING. UH WHAT WE'RE PROPOSING UP UPLAND. HERE'S THE FIVE FT WIDE BUFFERED SHORT LINE. HERE'S THE RIP RAP ON THE SHORE LINE TO HELP ARMOR AND PROTECT FROM EROSION. AND HERE'S THE GABY IN BASKETS. AND THEN THE PLANTINGS IN BETWEEN THE GABY IN BASKETS.

AND ONE THING I WANT TO NOTE IS RIGHT NOW WE'RE PROPOSING A 10 FT WIDE SHORE LINE, AND THAT'S BECAUSE IT'S PERMIT. EXEMPT UM, SO IF THIS IS A SUCCESSFUL PROJECT IN THE FUTURE, THIS IS SOMETHING WE COULD LOOK TO EXTEND FURTHER WATER WORD OUT INTO THE WATER IF IT IS SUCCESSFUL. THEN WE CAN PULL THE NECESSARY PERMITS TO DO THAT. AND THEN BASICALLY, THIS GRANT IS FOR REQUESTING $85,000 FROM THE INDIAN RIVER LAGOON COUNCIL AND THEN THE CITY WOULD PROVIDE THE MATCH OF $85,000 IF SUCCESSFUL IN GETTING IT. WE WOULD AH, BUDGET FOR THE CONSTRUCTION NEXT FISCAL YEAR. THINK THIS IS A AWESOME PROJECT , AND I THINK IT COMPLEMENTS THEIR DIFFERENT STORMWATER PROJECT WE DID ON THE OTHER SIDE OF THE HOSPITAL ABOUT EIGHT YEARS AGO WHERE WE MET MARENGO.
