WE WERE LOOKINGS CANDY SORROWS AND PRODUCED A GIS MAP OF THE LOCATIONS AND WE HAD ROUGHLY 10 PROPOSED LOCATIONS. OF TREES, THE SEA OF STEWART WOULD HAVE INSTALLED FOR FREE. MAINTAINED FOR THREE MONTHS AND AGAIN, THESE WERE NATIVE SHADE TREES. THAT WERE RECOMMENDED. BY A BIOLOGIST AND THE NATIVE PLANT SOCIETY THAT WOULD HAVE REQUIRED LITTLE TO NO MAINTENANCE. TO. RESOLUTION No. 01-2022 CRA; A RESOLUTION TO THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF STUART, FLORIDA, AUTHORIZING THE CHAIRPERSON TO APPROVE AMENDMENT TO THE REAL ESTATE DEVELOPMENT ACCELERATOR (REDA) PROGRAM TO PROMOTE THE REVITALIZATION OF TARGETED PROPERTIES WITHIN THE COMMUNITY REDEVELOPMENT AREA; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

AMENDMENT TO THE REAL ESTATE DEVELOPMENT ACCELERATOR PROGRAM RESOLUTION NUMBER 0 1-2022. MS CANDY SERVICE. THANK YOU. UM THIS PROGRAM REAL ESTATE DEVELOPER ACCELERATOR PILOT PROGRAM WAS ADOPTED BACK IN 2000 AND 18 EXCUSE ME, LIKE CAN HARDLY HEAR YOU. SORRY THIS IS BETTER. YES. OKAY. SORRY ABOUT THAT. THIS PROGRAM WAS ADOPTED BACK IN 2000 AND 18 TO ACTIVATE DEVELOPMENT AND REDEVELOPMENT ACTIVITIES IN THE SCIARRA WHEN THE ACCOUNT ECONOMY WAS DIFFERENT, UM AND IT WAS TO REALLY ACCELERATE THE TIMING OF DEVELOPMENT. A LOT OF TIMES OF THE PROJECTS WERE APPROVED AND THEY WERE JUST NOT MOVING FORWARD WITH THE CONSTRUCTION.

SO THE INCENTIVES WAS TO ACCELERATE THE CONSTRUCTION OF THE PROJECT. CURRENTLY THE PROJECT THE PROGRAM IS AVAILABLE TO ALL THE PROPERTIES COMMERCIAL PROPERTIES. IN THE C. R. A UH AND STAFF IS RECOMMENDING AMENDING THE PROGRAM AND PROVIDING THE PROGRAM TO TARGETED PROPERTIES THAT IS GETTING LESS INTEREST FROM DEVELOPERS AND CONTINUE THE PROGRAM AND THE EAST STEWART NEIGHBORHOOD. SINCE THE PROGRAM WAS ADOPTED, YOU KNOW YOU YOU'VE SEEN THROUGH DEVELOPMENT PROJECTS THAT COME THROUGH CITY COMMISSION. THE DEMAND AND ECONOMIC CONDITIONS HAVE CHANGED IN THE SIERRA. WE DIDN'T HAVE AS MANY PROJECTS AS WE DO TODAY. SO UH, YOU KNOW, WE HAVE A LOT OF INTEREST ON PROPERTIES ALONG. UM ARE RIVER WATERFRONT PROPERTIES SOME OF THE PRIME PROPERTIES THROUGHOUT THE SCIARRA. BUT WE STILL HAVE SOME PROPERTIES IN THE SIERRA THAT WILL NEED THAT INCENTIVE TO MOTIVATE THE DEVELOPERS TO CONSIDER REDEVELOPMENT OR DEVELOPMENT ACTIVITIES. SO SOME OF THE PROPERTIES THAT I'VE IDENTIFIED OUR HAVE BEEN ABANDONED OR BEEN VACANT FOR A LONG TIME. WE ALSO LOOKED AT SOME PROPERTIES THAT HAVE THE IMPROVEMENT VALUES ACTUALLY LESS THAN THE PROPERTY VALUES. SO IF WE, UM, THOSE PROPERTIES ARE INCLUDED IN THIS , UM, THE AMENDMENT TO THE PROGRAM TO HELP IMPROVE THE OVERALL VALUE OF THE PROPERTY. YOU KNOW IF THEY IF THEY DO REDEVELOPMENT PROJECTS ON THOSE THE STAFF HAS IDENTIFIED ABOUT 34 PROPERTIES THAT WOULD BE INCLUDED FOR THE PROGRAM AND THE ENTIRE USE E. STEWART NEIGHBORHOOD TO CONTINUE ENCOURAGING REDEVELOPMENT DEVELOPMENT ACTIVITIES. UM STAFF BELIEVES THAT THE TARGETED PROPERTY SELECTED BASED ON THE CRITERIA THAT WAS PROVIDING THE AGENDA ITEM WILL HAVE THE MOST BENEFIT TO THE SIERRA.
