ESTATE DEVELOPMENT ACCELERATOR PROGRAM RESOLUTION 0 1-2022. AS CANDY SARVAS AGAIN CURRENTLY THE READER AMENDMENT PROGRAM WAS BROUGHT TO THE BOARD LAST MONTH . UM WANTED TO JUST GIVE YOU A BRIEF UPDATE. CURRENTLY THE PROGRAM IS AVAILABLE TO ALL THE SIERRA PROPERTIES. UM SO THIS IS JUST AN AMENDMENT TO INCLUDE CERTAIN TARGETED PROPERTIES BASED ON THE CRITERIA THAT WERE THAT WAS ESTABLISHED BY STAFF. UM HAVE IDENTIFIED 34 PROPERTIES BASED ON THOSE CRITERIAS AND I HAD INCLUDED ALL OF THE STEWARD AT THAT POINT, AND THEN I RECEIVED DIRECTION LAST MONTH AND YOU'LL SEE THAT MENDED MAP FOR E. STEWART UM, WANTED TO GO OVER SOME OF THE CRITERIAS THAT STAFF USED TO IDENTIFY THOSE TARGETED PROPERTIES. THE PROPERTY HAS TO BE LOCATED IN URBAN GENERAL. URBAN CENTER URBAN HIGHWAY, OR THEY USED TO ENCODE DISTRICT AND THEN THE PARCEL HAS TO BE VACANT OR THE IMPROVING VALUE HAS TO BE LESS THAN THE LAND VALUE. IN THE PARCEL IS FIVE ACRES OR MORE. UM I DID INCLUDE REPURPOSE SING AN OLD STRUCTURE AS LONG AS THE DEVELOPER IS, UM MAKING MODIFICATIONS TO THE BUILDING OR ADDING TO THE BUILDING THAT BRINGS THE STRUCTURE CLOSER TO THE STREET TO HELP ACTIVATE USES ALONG OUR STREET FRONTAGE, IMPROVES PEDESTRIAN ACTIVITIES AND JUST OVERALL IMPROVES URBAN CONDITIONS OF OUR DOWNTOWN OR SCIARRA. IT CAN'T BE JUST A FACADE IMPROVEMENT WHERE THEY KEEP THE PARKING LOT IN THE FRONT. IT HAS TO BE A SUBSTANTIAL IMPROVEMENTS. IF THEY WANT TO APPLY FOR THIS PROGRAM AND REPURPOSE NG AND EXISTING STRUCTURE. FOR THE EAST TOWARD THE BOARD DIRECTED STAFF TO LIMIT TARGETED PROPERTIES TO VACANT PARCELS. PARCELS THAT HAVE LEANS OR STAFF ALSO WENT AHEAD AND INCLUDED PROPERTIES THAT HAD IMPROVEMENT VALUE THAT IS LESS THAN THE LAND VALUE BECAUSE THAT'S THE SAME CRITERIA WHERE WE'RE USING FOR THE URBAN DISTRICT. RECEIVED DIRECTION TO REMOVE MARKET RATE HOUSING. AND PROVIDE SOME LANGUAGE FOR AFFORDABLE HOUSING. SO THE LANGUAGE WILL READ SOMETHING LIKE DEVELOPMENT , CREATING FOR MORE NEW SINGLE FAMILY HOMES OR MULTI FAMILY HOUSING. SHALL PROVIDE AT LEAST 10% OF THEIR UNITS HAVE TO BE AFFORDABLE AND HAS TO BE AVAILABLE TO 80% OF HOUSEHOLD THAT MAKES LESS THAN 80% OR LESS OF MARTIN COUNTY ANNUAL MEDIAN INCOME. I DID KEEP MARKET RATE HOUSING FOR THE MIXED USE DEVELOPMENT PROJECT. UM IF IT INCLUDES SOME INFRASTRUCTURE IMPROVEMENTS AND THE RIGHT OF WAY TO HELP WITH THE WALKING AND BIKING, SO THAT LANGUAGE I DID UM, RETAIN MAINTAINING THE CRITERIA. SO I WANTED TO KIND OF GO OVER SOME OF THE EXAMPLES. IF WE APPLY THE AMENDED LANGUAGE AND HOW THAT WOULD WORK. SO FOR EXAMPLE, IF SOMEONE APPLIED FOR A MULTI FAMILY DEVELOPMENT PROJECT, AND THEY DIDN'T WANT TO GO WITH THE READER PROGRAM, UM SO THEY WOULDN'T HAVE TO PROVIDE ANY AFFORDABLE UNITS. WE HAVE A PROJECT THAT'S 150 RENTAL UNIT PROJECT. UH THE RENTAL UNIT.

IT'S ABOUT $1800 PER UNIT SO THEY WOULD AH, GENERATE A RENTAL INCOME ABOUT $270,000 PER MONTH.

NOW IF THEY WENT WITH THE RITA AND, UM WE WOULD REQUIRE THEM TO PROVIDE AFFORDABLE HOUSING. AT LEAST 10% HAS TO BE AFFORDABLE HOUSING. SO WHEN WE LOOK AT THAT CALCULATION, UM 135 UNITS AND 1800 IT'S ABOUT 243,000 OF RENTAL INCOME AND THEN 15 UNITS WOULD HAVE TO BE AFFORDABLE AT 10 AT $1000 PER UNIT. SO THAT'S $15,000 AT TALL RENTAL INCOME OF $250,000 SO THEY WOULD BE TAKING A LOSS ABOUT 20,000 PER MONTH. 240,000 PER YEAR AND 1.2 MILLION OVER THE FIVE YEAR PERIOD, WHICH IS THE PROGRAM TIMELINE. SO WHEN YOU APPLY WHEN YOU DO THE PROJECTION, UM AND YOU TAKE THE BASE VALUE AND THE ONCE THEY MAKE THE IMPROVEMENTS AND DO THE ASSESSED VALUE BASED ON THE IMPROVEMENT OVER FIVE YEARS. THEY'RE ONLY GENERATING ABOUT $67,000 IN, UM TIFF SHARING THAT WE WOULD HAVE TO SHARE WITH THEM IF THEY DECIDED TO APPLY FOR THE PROGRAM. SO IT'S A VERY SMALL AMOUNT. FOR A LARGE LOSS SO THEY WOULD LOSE ABOUT $1.13 MILLION IF THEY DECIDED TO JUST YOU KNOW? PROVIDE MARKET RATE HOUSING. SO I JUST WANTED YOU TO SEE HOW IT MIGHT NOT WORK FOR AFFORDABLE HOUSING. THIS PROGRAM MIGHT NOT WORK PROPERLY PORTABLE HOUSING SO HEY, I YES SO. I HAVE SOME CONCERNS ABOUT WHEN NUMBERS LIKE THAT. I THINK THAT WE'RE GOING TO HAVE A NEGATIVE EFFECT WHERE WE'RE NOTHING. HAVE ANYBODY WANT TO TAKE ADVANTAGE OF THIS PROGRAM BEFORE? I LIKE THE IDEA OF THE AFFORDABLE HOUSING BUT IF WE LEAVE THAT IN, I THINK IT'S GOING TO AND USING THIS EXAMPLE AND OBVIOUSLY, IF IT'S JUST SMALLER, IT'S JUST SMALLER NUMBERS, BUT IT'S STILL WOULD EQUATE. I THINK IT WOULD EQUATE TO A SIMILAR LOSS. I'M INCLINED TO WANT TO CONSIDER TAKING IT OUT BECAUSE I WANT PEOPLE TO USE THE PROGRAM. BUT I'D LIKE TO HEAR WHAT YOU KNOW.

UH, FOR AH, SINGLE LOT AND THEN IF YOU IF YOU ALLOW THEM TO DO FOUR LOTS THAT'S ABOUT $48,000 FOR THE PORTFOLIO. AND LET'S SAY THEY PUT A HOUSE OF ABOUT $170,000 ASSESSED VALUE FOR THE PORTFOLIO . YOU'RE LOOKING AT ABOUT $720,000 FOR ALL OF FOUR HOMES. AND THEN WHEN YOU DO THE CALCULATIONS, UM AT THE END OF FIVE YEARS, THEY'RE ONLY GETTING 18,000 SMALL, VERY SMALL AMOUNT FOR A PRETTY SIGNIFICANT INVESTMENT. THAT PRIVATE DEVELOPER OR R HOLT PROPERTY OWNER WOULD HAVE TO DO. TO EVEN JUST MAKE A BUILT FOUR HOMES IN EAST STEWART. RIGHT THEY HAVE TO COME UP WITH ALL THE MONEY UPFRONT AND IT'S VERY, VERY SMALL RETURN AND I'M JUST WONDERING IN ORDER TO REALLY GET REDEVELOPMENT GOING AND TO CREATE A TRUE INCENTIVE FOR REDEVELOPMENT, ESPECIALLY IN THAT AREA. I DON'T EVEN KNOW IF THIS IS A PLAN LIKE THIS. WILL REALLY WORK FOR THAT AREA IN WHEN PEOPLE HAVE TO PUT OUT SO MUCH FOR A LARGE DEVELOPER. WAS PUTTING OUT 20 AND $30 MILLION, MAYBE OUR ANYTHING OVER A MILLION DOLLARS. BUT WHEN YOU'RE TALKING ABOUT PEOPLE WHO HAVE JUST SAID ONE LITTLE LAND OR SOMETHING THAT'S BEEN THEIR FAMILY HAS FOR A LONG TIME. UM I DON'T KNOW WHAT INCENTIVE THERE IS GOING TO BE WHEN THEY'RE GOING TO HAVE TO COME UP WITH THAT MONEY. IT WAS MORE OF AN INCENTIVE OR A TOOL THAT WOULD BE USED BY THOSE PEOPLE THAT WERE ALREADY PROBABLY GOING TO DEVELOP THEIR LAND. THAT WOULD OFFSET SOME OF THOSE EXPENSES THAT THE CITY HAD AS EXPENSES RELATED TO SIDEWALKS. STREETLIGHTS ARE COMPONENTS.

ANOTHER OFF SITE IMPROVEMENTS AND THIS WAS INTENDED. TO ASSIST WITH THAT KIND OF ENHANCEMENT THAT THE SIERRA WAS LOOKING FORWARD TO UPGRADE THE ENTIRE COMMUNITY BECAUSE, AS THE BOARDS WERE COMING THROUGH, THEY WOULD BE SAYING, LOOK, WE NEED THE CONNECTIVITY OF THE SIDEWALK. WE NEED THE STREETLIGHTS OR WE NEED THESE OTHER THINGS. THIS WAS INTENDED TO SAY, LOOK, WE'RE GOING TO ASK YOU TO BUILD IT. BUT THE ENHANCED VALUE YOU'RE GOING TO GET THIS TAX REBATE AND OVER THE COURSE OF THE NEXT FIVE YEARS YOU'RE GOING TO GET SOME OF THIS MONEY BACK. BUT YOU YOURSELF? ARE IN THE SIERRA AND YOU WANT THE MONEY REINVESTED IN THE SIERRA. SO WE'RE GONNA ASK YOU IS THE DEVELOPER TOO. BUILD THE SIDEWALKS NOW DON'T WAIT FOR THE CITY TO DO IT BUILD THIS STUFF. AND THEN IT WILL BE BUILT IN THE SIERRA RIGHT WHERE YOU ARE, AND YOU'LL GET THIS INCENTIVE BACK BY THE VALUATION TO REIMBURSE YOURSELF FOR IT SO SERVING THE PURPOSE OF ENHANCING THE SIERRA AND INCREASINGLY PUBLIC NATURE OF THE SIERRA PORTION TO THE DEVELOPERS SITE, BUT ALSO GIVING THEM SOMETHING BACK FOR THE EFFORT. IT CAN'T BE. A PROGRAM THAT MAKES IT SO THAT SOMEBODY THAT DOESN'T HAVE THE MONEY TO DEVELOP A SITE NOW HAS THE MONEY TO DEVELOP THE SITE. IT HAS TO BE TREATED MORE OF JUST AS AN INCENTIVE TO STREAMLINE OR OR MOTIVATE.

LET'S REMEMBER THIS IS AN INCENTIVE PROGRAM. THIS IS NOT A REQUIREMENT. SO YOU KNOW MY ASK LAST MEETING FOR THE CRITERIA TO INCLUDE A WORKFORCE HOUSING.
