FIRST ACTION ITEM. HIS PRESENTATION OF THE APPLICATIONS FOR THE BUSINESS IMPROVEMENT REIMBURSEMENT PROGRAM FOR FISCAL YEAR 2022. THIS WILL BE PRESENTED BY MR PENHALL GANDHI SABAH'S THANK YOU. PANEL GANDHI SABGA, SIERRA ADMINISTRATOR FOR THE RECORD. WE RECEIVED SIX APPLICATIONS FOR THE FISCAL YEAR 2022 BUSINESS IMPROVEMENT GRANT PROGRAM. WE DID HAVE TO EXTEND THE DEADLINE ONE TIME BECAUSE WE DIDN'T RECEIVE ANY APPLICATIONS. BUT AFTER EXTENSIVE OUTREACH TO MAKE SURE THAT THAT BUSINESSES ARE INFORMED ABOUT THE PROGRAMS WE MAILED OFF FOR THE FIRST TIME POSTCARDS ALL THE BUSINESS OWNERS IN THE C R A 466 COURSE CARDS WENT OUT. UM WE DISTRIBUTED FLYERS TO LOOK AT BUSINESSES ARE PROMOTED THROUGH OUR NEIGHBORHOOD SERVICES DEPARTMENT ALSO DID A LOT OF PROMOTION THROUGH SOCIAL MEDIA, AND THEN NEWSLETTERS WERE SENT OUT TO OUR OUR CONTACTS LIST. JUST A LITTLE BRIEF BACKGROUND ABOUT THE PROGRAM. THE PROGRAM PROVIDES A GRANT OF UP TO $10,000 FOR VISIBLE IMPROVEMENTS TO COMMERCIAL PROPERTIES WITHIN THE SIERRA. AS YOU KNOW, WE RECENTLY AMENDED THE PROGRAM GUIDELINES TO ENCOURAGE PROPERTY OWNERS TO VOLUNTARY DO LANDSCAPING AS PART OF THEIR OVERALL EXTERIOR IMPROVEMENTS.

UM WE ALSO CAME UP WITH NEW EVALUATION CRITERIA. UH, BEFOREE LOOKING AT FOR IMPROVEMENT IS VISUAL IMPACT AND HOW IT OVERALL IMPROVES THE PROPERTY. UM ALSO HAVE IT RELATES TO THE URBAN STREET AND PROVIDES WALK ABILITY. ANY PRIVATE INVESTMENT VERSUS GRANT REQUESTS SO WE WOULD BE LOOKING AT THE RATIO AND, UH, HAVE IMPROVEMENTS WILL HELP PRESERVE SOME OF OUR HISTORIC BUILDINGS IN THE C R. A. MINIMUM OF 60 POINTS ARE REQUIRED FOR THE FOR THE GRANT.

TOTAL OF 80 POINTS ARE, UH, IS ALLOCATED FOR THE PROGRAM. THE FIRST APPLICATION IS FROM COSMIC COSMETIC PLASTIC SURGERY MEDICAL OFFICE, WHICH IS LOCATED AT 500 , SOUTHEAST OSTEO OLA STREET.

THIS BUILDING OR THIS PROPERTY HAS THREE STREET FRONTAGE IS ALONG OSCEOLA STREET, WHERE THE BUILDING IS FRONTED. AND THEN THE PARKING LOT IS ALONG ILLINOIS AVENUE. AND SOUTH EAST

OCEAN BOULEVARD. AND THE APPLICANT IS REQUESTING FUNDING FOR NEW PALM TREES. GROUND COVERS REPLACE SOD AND NEW IRRIGATION SYSTEM ALONG WITH EXTERIOR PAINTING. THE TOTAL COST OF THE PROJECT IS ABOUT $31,000. SO UM, THE APPLICANT IS QUALIFIED TO RECEIVE THE MAXIMUM OF $10,000 FOR THE PROJECT. THIS SHOWS EXISTING CONDITIONS OF THE BUILDING ALONG OSTEO AND OCEAN, ALL OF ARD. THEY ARE GOING TO BE REPLACING THAT EXISTING PALM TREE BECAUSE DISEASE UM, SO THEY'RE GOING TO BE ALSO DOING SOME SOD AND GROUND COVERS AND, UM AND IRRIGATION TO IMPROVE THE LOOK OF THE PROPERTY. AND UM, THE STREET. THE PROPERTY ALREADY HAS A LOT OF THE SHADE TREES ALONG ILLINOIS AVENUE, SO I THINK IT WILL JUST BE AN IMPROVEMENT WITH THE GROUND COVERS AND THE NEW SOD. AND I INCLUDED ALL THE EXISTING AND PROPOSED CONDITIONS IN YOUR AGENDA PACKAGE, SO I'LL JUST KIND OF GO THROUGH THOSE REALLY QUICKLY SO YOU CAN JUST GET THE VISUALS. THIS IS A LONG ILLINOIS AVENUE AGAIN, ILLINOIS. THEN ALONG THE SOUTHEAST OCEAN BOULEVARD, THEY ARE PROPOSING TO PUT ADDITIONAL PALM TREE THEY'RE PROPOSING TO AS I SAID, TO PAINT THE EXTERIOR OF THE BUILDING THEY PROVIDED RENDERING OF WHAT IT COULD LOOK LIKE WITH THE NEW COLORS. THEY'RE GOING WITH MORE OF A CREAM NEUTRAL COLORS FOR THE BUILDING. AND THEY USED THE BUILDING ON THE RIGHT AS AN INSPIRATION. THAT CAN RECEIVED A TOTAL OF 70 POINTS BASED ON THE CRITERIA THAT I HIGHLIGHTED. UM AND APPLICANT MET AT LEAST ONE OR TWO OF THE CRITERIA IN EACH OF THE CATEGORIES. THE SECOND APPLICATION IS FROM LUX, FINE ARTS AND PHOTOGRAPHY, WHICH IS LOCATED IN OUR TRIANGLE DISTRICT . SORRY STOP. SURE EACH PROJECT AND JUST. IT'S NEXT TO THE CHURCH SITE IN OUR TRIANGLE DISTRICT. UM THE BUILDING IS FRONTING SOUTHEAST ALBANY AVENUE AND ALSO THE ALLEYWAY. THE IMPROVEMENTS ARE REPAVING THE PARKING LOT AND DRY WAY. CURRENTLY THERE'S THERE CRACKS IN THE PARKING LOT THAT'S AFFECTING THE BUILDING FOUNDATION OF THE BUILDING IS ALMOST 100 YEARS OLD, AND THEY WANT TO PRESERVE THE BUILDING.

UM ADDITIONAL IMPROVEMENTS INCLUDE PAPER BLOCK WALKWAY AND SEATING AREA LANDSCAPING, EXTERIOR PAINTING AND REPAIRING THE FRONT STOOP. THE TALK COST OF THE PROJECT IS $25,000 SO THEY WOULD BE QUALIFIED TO RECEIVE THE TOTAL OF $10,000 FOR THEM. HERE YOU SEE THE EXISTING CONDITIONS ALONG SOUTH WEST ALBANY AVENUE. THE APPLICANT HAS INVESTED, UH, MONEY IMPROVING ALONG ALBANY AVENUE WITH A REQUESTING ASSISTANCE OF FOR SOME IMPROVEMENTS, UM FROM THE ALLEYWAY. HERE'S EXISTING CONDITIONS. YOU CAN SEE THE CRACKS IN THE PARKING LOT.

THEY'RE PROPOSING TO PUT SOME TREES ALONG THAT BLANK WALL AND ALSO IN THAT THAT ISLAND IN THE FRONT OF THE PARKING LOT. AND SOME OF THE IMPROVEMENTS ARE LIKE I MENTIONED REPAINTING THE BUILDING, STUPID IMPROVEMENTS AND SOME LANDSCAPING. THE APPLICANT RECEIVED A TOTAL OF 70 POINTS FOR THIS APPLICATION. UM THEY MET AT LEAST ONE OR TWO OF THE KITE CRITERIA WITHIN THE

IMPACTS CATEGORY. THE THIRD APPLICATION IS FROM DIVE TRAINING, UM AND EDUCATIONAL CENTER, WHICH IS LOCATED 13 21. SOUTHEAST DEKKER AVENUE, THE APPLICANT IS REQUESTING TO CLEAR THE SHRUBS AND PUT SOME NEW LANDSCAPING. THE PROPERTY IS VISIBLE FROM DEKKER AVENUE AND ALSO, UM, THE TRACKS WHERE OUR FUTURE BRIGHT LINE TRAIN WILL PASS BY EVERY DAY AND SOME OF THE PASSENGERS WILL BE ABLE TO SEE THE IMPROVEMENTS THAT THEY'RE PROPOSING TO DO ON THE REAR OF THE PROPERTY. UM APPLICANTS REQUESTING TO CLEAR UM SOME OF THE SHRUBS ADD SOME NEW, LATE NEW LANDSCAPING. THE TOTAL COST OF THE PROJECT IS $4000. THE APPLICANT IS QUALIFIED TO RECEIVED 50% OF THE TOTAL COST, SO IT'S VERY MINIMAL REQUEST FOR ABOUT $2000. SO THEY WILL BE REPLACING. ARE THEY PROPOSING TO INSTALL SOME JAPANESE BLUEBERRY TREE ALONG THE SIDE AND THE FRONT OF THE PROPERTY WITH SOME GROUND COVERS , WHICH WE WILL BE VISIBLE FROM THE DEKKER AVENUE? AND ALONG THE TRACK SIDE, UM THEY'RE PROPOSING TO REMOVE, UH THE SHRUBS AND INSTALL FISHTAIL PALMS ABOUT 11 OF THOSE PALMS, WHICH WILL GET UP TO 25 TO 30 FT. TALL. AND APPLICANT RECEIVED A TOTAL OF 60 POINTS FOR THE FOR THE APPLICATION AGAIN. THEY'RE REQUESTING $2000 FOR THE IMPROVE. ON THE FOURTH APPLICATIONS FROM STUART CERAMIC ART STUDIO. THIS IS IN OUR ARTS AND ENTERTAINMENT DISTRICT. IT'S LOCATED AT 15, SOUTHEAST ML CABLE OF ART, UM, THE APPLICANTS REQUESTING TO REPLACE THEIR FREESTANDING SIGN. IN SOLEMN USE, SHADE TREE AND A BENCH. THE COST OF THE PROJECT $10,000. SO THE APPLICANT IS, UH QUALIFIED TO RECEIVE 50% OF THAT. UM THE NEW FREESTANDING SIGN WILL HAVE A LOOK OF A PAINT PALETTE WITH SOME LIGHT. THE BENCH WILL BE PLACED NEAR THE SIDEWALK AND A SHADE TREE. UM WILL BE PLACED OVER THE NEW BENCH. UH, THE APPLICANTS PROPOSING A MOSAIC. EVENTS, SO I HAVE PUT HER IN CONTACT WITH KARINA, WHO'S WORKING ON THE MOSAIC PROJECT AND IN THE ARTS DISTRICT. THE APPLICANT DID PROVIDE A LIST OF SOME OF THE SHADE TREES THAT THEY'RE LOOKING AT, SO STAFF WILL WORK WITH THEM TO IDENTIFY APPROPRIATE SHADE TREAT, UH, TO PUT IN FRONT OF THE PROPERTY THAT WILL AT LEAST GET UP TO 25 OR 30. FT. TALL THIS APPLICATION RECEIVED A TOTAL OF 70 POINTS AND AGAIN I HIGHLIGHTED THE SECTIONS THAT STAFF FELT THEY WERE ABLE TO MEET. FOR THE CRITERIA. THE FIFTH APPLICATIONS FROM CARE PLUS ASSOCIATES INC THEY'RE LOCATED LOCATED IN OUR FRASURE CREEK. UH FRASIER, CRESCENT DISTRICT OR NEIGHBORHOOD. UM WE RECENTLY DID A STREETSCAPE IMPROVEMENT PROJECT IN THAT NEIGHBORHOOD, AND THE APPLICANT HAS UM, YOU KNOW, SINCE WE COMPLETED THE PROJECT, THE APPLICANT HAS MADE SOME INVESTMENTS TO THE PROPERTY . BUT HE'S APPLICANTS LOOKING FOR ADDITIONAL IMPROVEMENTS. UM TWO PARKING LOT, REPAIRS AND LANDSCAPING AND BENJ. FOR THE FOR THE PROPERTY TOLD IMPROVEMENT COST IS $8000 SO THE APPLICANT WOULD BE QUALIFIED TO RECEIVE 50% OF THAT. HERE'S SOME APPLICANTS, PROPOSING A SHADE TREE AT THE CORNER OF MCPHERSON AND CHANNEL AND SOME ADDITIONAL LANDSCAPING. AND THE BENCH, THE PROPOSED BENCHES SHOWN HERE. AND HERE'S A LITTLE BIT OF MORE DETAILS ABOUT SOME OF THE GROUND COVERS AND PALM TREES THAT THE APPLICANTS PROPOSING. AGAIN I'M GOING THROUGH THIS. THE LAST APPLICATION IS FROM GREEN BUILDING. IT'S LOCATED OUR CORE DOWNTOWN HISTORIC DISTRICT. IT'S BETWEEN LUNA'S AND THE LYRIC THEATER. UM THEY'RE REQUESTING TO REPLACE EXISTING ALUMINUM AWNING. THE TOLL COSTS OF THE PROJECT IS $27,000 SO THEY WOULD BE QUALIFIED TO RECEIVE THE TOTAL OF ABOUT $10,000 FOR THE IMPROVEMENTS. UM THE APPLICANT CLAIMS THAT THE THOSE METAL AWNING IS ABOUT 30 YEARS OLD AND IS IN POOR CONDITION AND NEEDS REPLACEMENT. TWO EXPANSION OF THE OUTDOOR DINING PROGRAM. THIS IS RESOLUTION NUMBER 0 6-2022. WILL BE PRESENTED BY MS PANEL GANDHI SERVICE AS WELL. THANK YOU AS WE ALL KNOW THAT THERE ARE OUTDOOR DINING PROGRAM IN OUR CORE DOWNTOWN HAS BEEN VERY SUCCESSFUL, AND WE'RE STARTING TO SEE THAT EXPAND OUT ONTO OCEAN BOULEVARD IN COLORADO. UM SO THIS THIS PRESENTATION IS TO, UM, EXPAND OUR OUTDOOR DINING PROGRAM, UH TO SOUTHEAST OCEAN BOULEVARD, OSCEOLA STREET SOUTH.

COLORADO AVENUE, WHICH INCLUDES OUR OUR CREEK DISTRICT. AND POTENTIALLY SOUTH SEMINAL STREET , WHICH WE'RE GOING TO BE DOING UNDER GROUNDING AND STREETSCAPE IMPROVEMENTS SO WE CAN EXPAND.

WE CAN EXPECT THE PROGRAM TO GO BEYOND JUST THE CORE DOWNTOWN. UM ALSO, WE'RE SEEING MORE PEDESTRIAN ACTIVITIES IN OUR DOWNTOWN. UM AND YOU KNOW, C R A AND THE CITY HAS MADE A LOT OF INVESTMENTS ONTO OCEAN BOULEVARD IN COLORADO. SO STAFF BELIEVES THAT YOU KNOW TO EXPANDED OUTDOOR DINING PROGRAM TO THESE AREAS, UH, WOULD HAVE A BENEFIT TO OUR DOWNTOWN. UH WE CURRENTLY ALREADY HAVE RESTAURANTS, PUSATERI PIZZA AND PEPE AND SALLY. THAT DO SET UP TABLES, BUT THEY'RE NOT COMPLYING WITH THE REGULATIONS THAT ARE OUTDOOR DINING PROGRAM IN IN COURT DOWNTOWN. IS HAS TO HAVE AN AGREEMENT IN PLACE AND COMPLY WITH THE RULES AND REGULATIONS.

THE PROGRAM. SO, UM, EXPANDING THE PROGRAM WILL ALLOW US TO HAVE THAT AGREEMENT WITH THE BUSINESS. THE RESTAURANTS AND BRING THEM INTO COMPLIANCE WITH OUR OUTDOOR DINING PROGRAM. UH, WE WOULDN'T BE TAKING UP ANY ADDITIONAL SPACE PARKING SPACE FOR THE FOR THE EXPANDED AREA BECAUSE THOSE AREAS ARE NOT A PARKING EXAM. SO IT WOULD HAVE TO BE IN THE CITY'S RIGHT OF WAY . UH AND NOT TAKE AWAY ANY PARKING SPACES UNLESS DIRECTED OTHERWISE FROM THE BOARD STAFF IS REQUESTING APPROVAL OF RESOLUTION NUMBER 6-2022 AMENDING ABOUT OR DINING PROGRAM GUIDELINES AND EXPANDING THE PROGRAM BOUNDARY.
