THIS APPLICATION IS COMING BEFORE YOU BECAUSE THE APPLICANT FOR THAT LANDING POINT MARINA PROJECT HAS ALSO APPLIED FOR THE READER PROGRAM. AND THE READER PROGRAM APPLICATION HAS TO BE PROCESSED SIMULTANEOUSLY WITH THE DEVELOPMENT PROJECT. UM THE CITY COMMISSION APPROVED THE PROJECT ON MAY 23RD. UM SO THIS ITEM IS BEING HEARD FOR APPROVAL OF THE READOUT PROGRAM. UM BUT THIS APPLICANT ACTUALLY SUBMITTED THE APPLICATION PRIOR TO MAKING AMENDMENTS TO THE READER PROGRAM, SO THEY ARE STILL ELIGIBLE UNDER THE PRIOR GUIDELINES. JUST A BRIEF OVERVIEW OF THE PROJECT. IT'S A REDEVELOPMENT PROJECT OF THE HISTORIC, EVEN EVEN RIDE MOTORS TESTING SITE JUST NORTH OF THE OLD BRIDGE. THE PROJECT WILL BE REPURPOSING THE EXISTING HISTORIC BUILDING. IMPROVING THE UNDERUTILIZED SITE, REMOVING BLIGHTED CONDITION FROM THE WATERWAY AND STREET FRONTAGE, EXPANDING THE MARINE INDUSTRY, CREATING NEW JOBS, PROVIDING NEW AMENITIES FOR OUR STEWART RESIDENTS. OVERALL THE PROJECT WILL HAVE A DIRECT BENEFIT TO

THE CITY BY INCREASING TAX REVENUE FOR THE CITY THAT CAN BE REINVESTED BACK INTO CITY PROJECTS THAT HAVE A DIRECT BENEFIT TO THE PUBLIC. THE PROJECT IS EXPECTED TO RECEIVE ITS FIRST CEO BY 2023, THE BASED ON THAT THE FIVE YEAR RECAPTURED PERIOD FOR THE FOR THE READER PROGRAM WILL BE FROM YEAR 2024 THROUGH 2028. THE APPLICANT IS ELIGIBLE TO RECEIVE 50% OF THE TIFF REVENUE THAT'S GENERATED FROM THE PROJECT ITSELF. DURING THOSE RECAPTURED PERIOD, THE BASE VALUE IS ASSESSED VALUE THAT WE'RE WE WILL BE LOOKING AT ONE YEAR PRIOR TO THE CEO OF THE PROJECT. SO BASED ON THE TIFF REVENUE PROJECTION. UM I KNOW IT'S A LITTLE SMALL TO SEE ON THE SCREEN, BUT IT WAS PREVENTED PROVIDED WITH YOUR AGENDA ITEM. UM BASED ON THE PROJECTION OF FOR TIFF REVENUE SHERRY FROM YEAR 2024 THROUGH 2028. IT'S ESTIMATED ABOUT, UH, ESTIMATE ABOUT $500,000 OF TAX REVENUE THAT WOULD GO BACK TO THE DEVELOPER. AND THAT'S THE AREA WOULD RECEIVE THE OTHER 50% OF THE TIFF TIFF REVENUE THAT'S GENERATED FROM THE PROJECT. AND THEN ONCE THAT WE CAPTURED PERIOD HAS COMPLETED 100% OF THE TIFF. REVENUE WILL COME TO THE SIERRA. TRUST FUND THAT CAN BE REINVESTED BACK INTO THE COMMUNITY. UM THE GRANT AGREEMENT FOR THE PROGRAM AND THE AGREEMENT BETWEEN THE C R A AND THAT WILL SEE WAS INCLUDED AS PART OF THE AGENDA ITEM. THIS WAS APPROVED BY THE CITY COMMISSION EARLIER THIS MONTH, THE APPLICANT APPLIED FOR THE READER PROGRAM ABOUT THE SAME TIME AS THE OTHER APPLICANT. AND THIS APPLICATION WAS ALSO PROCESSED SIMULTANEOUSLY HEINOUSLY WITH DEVELOPMENT PROJECT THEY'RE BRINGING NEW HOUSING OPTIONS CLOSER TO DOWNTOWN, UM, IMPROVING THE QUALITY OF LIFE PROVIDING LIVE WORK, PLAY ENVIRONMENT TO OUR DOWNTOWN, REMOVING BLIGHTED CONDITION BY PROVIDING INFILL DEVELOPMENT AND SOME RIGHT OF WAY IMPROVEMENT. THE PROJECT IS EXPECTED TO BE COMPLETED OR THE FIRST CEO BY 2024. SO THE FIVE YEAR RECAPTURED PERIOD IS FROM THE YEAR 2025 THROUGH 2029. THEY THEY'RE QUALIFIED AGAIN TO RECEIVE 50% OF TIFF REVENUE FROM THE PROJECT ITSELF. UM AND BASED ON THE PROJECTION, UH, THE TIP REVENUE IS ESTIMATED. SHARING REVENUES ABOUT $250,000 AND THE OTHER 250 WOULD COME TO THE SIERRA. AGAIN AFTER THE FIVE YEAR PERIOD. THE WHOLE 100% WOULD COME TO THE CRE THAT CAN BE REINVESTED BACK INTO THE COMMUNITY. THIS IS VERY SIMILAR TO THE PREVIOUS EXPLANATION THAT I PROVIDED SO STAFF IS RECOMMENDING APPROVAL OF RESOLUTION NUMBER OH $5 2022. AND I HAVE A LITTLE BIT OF A PROBLEM THAT CONSIDERING THE FACT THAT THE PROJECT WAS APPROVED 60 PARKING PLACES SHORT OF WHAT'S REQUIRED FOR THAT PROPERTY, WHICH IS GOING TO PUT A HUGE BURDEN ON THAT COMMUNITY WITH NO NO TAX REVENUE COMING IN TO OFFSET THAT BECAUSE HALF OF IT'S GOING TO BE GIVEN TO THE DEVELOPER, SO I THINK THAT NEEDS TO BE LOOKED AT. UM I DON'T KNOW WHAT YOU DO NOW, AFTER THE PROJECTS ALREADY BEEN APPROVED, BUT TO ME IT WE'RE GIVING THEM A LOT OF MONEY. AND I QUESTION THAT DOLLAR AMOUNT BECAUSE I THINK 250,000 IS WAY LOW FOR WHAT? THAT PROPERTY IS GOING TO BE ASSESSED WHEN IT'S FINISHED.
