WHEREAS, BY 1776, NEARLY 300,000 IRISH NATIONALS HAD EMIGRATED TO THE AMERICAN COLONIES AND PLAYED A CRUCIAL ROLE IN AMERICA'S WAR FOR INDEPENDENCE. FIVE SIGNERS OF THE DECLARATION OF INDEPENDENCE WERE IRISH DESCENT AND THREE SIGNERS WERE IRISH BORN.

IRISH AMERICANS HELPED TO FASHION A SYSTEM OF GOVERNMENT FOR OUR YOUNG NATION.

22 PRESIDENTS HAVE PROUDLY PROCLAIMED THEIR IRISH-AMERICAN HERITAGE.

AND. WHEREAS, IRISH BORN COMMODORE JOHN BARRY WAS RECOGNIZED BY THE UNITED STATES CONGRESS IN SEPTEMBER OF 2002 AS THE FIRST FLAG OFFICER OF THE UNITED STATES NAVY AND FOUGHT THE LAST SEA BATTLE OF THE AMERICAN REVOLUTION OFF THE COAST OF FLORIDA.

ANDREW JACKSON, WHOSE FAMILY CAME FROM COUNTY ANTRIM, SERVED AS FLORIDA'S MILITARY GOVERNOR FOLLOWING ITS ACQUISITION BY THE UNITED STATES.

AND. WHEREAS, THE IRISH FIRST CAME TO SPANISH LA FLORIDA.

IN THE 1500S, FIRST AS MISSIONARIES AND AS MERCENARY SOLDIERS AND THEN AS PLANTERS, TRADERS, BUSINESSMEN, DOCTORS AND ADMINISTRATORS. THREE OF THE SPANISH GOVERNORS OF LA FLORIDA WERE ACTUALLY IRISH MILITARY OFFICERS.

ACCORDINGLY, FATHER RICHARD ARTHUR, AN IRISH BORN PRIEST FROM LIMERICK WHO WAS APPOINTED PARISH PRIEST FOR SAINT AUGUSTINE IN 1597 AND ECCLESIASTICAL JUDGE OF LA FLORIDA, ESTABLISHED THE FIRST PUBLIC SCHOOL IN AMERICA AND OPENED IT TO BOTH BOYS AND GIRLS OF ALL RACES. AND.

WHEREAS, IRISH AMERICANS SINCE AMERICA'S INCEPTION, HAVE PROVIDED AND CONTINUED TO PROVIDE LEADERSHIP AND SERVICE TO THIS TO THIS NATION'S POLITICAL BUSINESS AND RELIGIOUS ESTABLISHMENTS, SO IT IS FITTING AND PROPER TO CELEBRATE THE RICH CULTURAL HERITAGE AND THE MANY VALUABLE CONTRIBUTIONS OF IRISH AMERICANS.

NOW, THEREFORE, I.

AND I JUST THINK THAT THAT'S KIND OF SOMETHING UNIQUE TO THE SIZE OF OUR ORGANIZATION, AND I'M GRATEFUL FOR THE OPPORTUNITY TO BE HERE.

NOW, IF SOME PEOPLE DON'T EVEN KNOW WHAT THE INDIAN RIVER LAGOON NATIONAL ESTUARY PROGRAM IS, SO I'M VERY EXCITED.

IS THAT BETTER? OKAY, SORRY.

I'M VERY EXCITED TO BE HERE AS THAT ARM OF EXTENSION ALL THE WAY UP FROM BREVARD COUNTY HERE IN THE SOUTHERN LAGOON.

I TAKE CARE OF SAINT LUCIE AND MARTIN COUNTY, SO JUST WANTED TO GIVE A BRIEF OVERVIEW OF WHAT WE DO AND HOW I CAN BE HERE TO HELP SO FIRST KNOW. HA.

SO FIRST, THE INDIAN RIVER LAGOON.

IT IS A COMPLEX AND HIGHLY VULNERABLE ESTUARY.

ITS SPATIAL AND TEMPORAL, EXCUSE ME, IN ITS COMPLEXITY WITH THREE WATER BODIES THE INDIAN RIVER, BANANA RIVER AND MOSQUITO RIVER.

ITS 156 MILES LONG WITH THE ACTUAL WATERSHED ENCOMPASSING 202,284MI².

AND THERE'S 353MI² OF SURFACE WATERS.

IT'S NARROW AND SHALLOW.

EXCUSE ME. IT'S POORLY FLUSHED.

THERE'S FIVE INLETS INTO THE ATLANTIC OCEAN.

THE NATURAL WATER FLOW IS CONSTRICTED BY CAUSEWAYS AND CONSTRUCTION.

WE HAVE SEVEN COUNTIES IN THE WATERSHED AND 38 INCORPORATED CITIES, OVER 1.6 MILLION RESIDENTS.

AND WE KNOW HOW MUCH GROWTH WE'VE HAD IN THE PAST COUPLE OF YEARS.

SO THAT'S GONE UP.

OUR GROWTH PROJECTIONS ARE VERY HIGH.

THE BEST THING IS THAT THERE IS MULTIPLE AGENCY OVERSIGHT.

SO WHAT DOES THAT MEAN? WELL, WE HAVE BEEN AUTHORIZED AS A CORE WATER PROGRAM BY THE CLEAN WATER ACT.

WE ARE ONE OF 28 ESTUARIES DEDICATED BY THE US CONGRESS AS AN ESTUARY OF NATIONAL SIGNIFICANCE.

AND I THINK THAT'S PRETTY COOL.

I DIDN'T KNOW WHAT THAT MEANT WHEN I FIRST BEGAN WITH THE NEP, BUT I THINK IT'S SO IMPORTANT TO REALIZE THAT RIGHT HERE, RIGHT HERE OUTSIDE YOUR BUILDING THAT WE HAVE ONE OF THE COUNTRY'S MOST TREASURED ESTUARIES.

SO THAT'S REALLY GREAT.

WHAT WE HAVE IS A UNIQUE MANAGEMENT CONFERENCE NETWORK THAT GOVERNS US.

IT'S SCIENCE BASED, INNOVATIVE NON-REGULATORY, WHICH IS MY FAVORITE PART, INCLUSIVE, COMMUNITY DRIVEN, CONSENSUS BUILDING AND COORDINATED ACTION. HOW THAT WORKS, WHAT THAT LOOKS LIKE.

YOU SEE, WE HAVE OVER 100 PLUS VOLUNTEERS AND OVERSIGHT COMMITTEES AND ROLES.

AND THAT, I BELIEVE, IS WHERE THE MEAT IS.

WE HAVE 13 LOCAL ELECTED OFFICIALS, FIVE COUNTIES THAT PARTICIPATE.

WHAT IT LOOKS LIKE IS AN OVERARCHING INDIAN RIVER LAGOON COUNCIL AND A BOARD OF DIRECTORS THAT FEEDS DOWN INTO A MANAGEMENT BOARD.

THERE ARE STEM ADVISORY COMMITTEES, CITIZENS ADVISORY COMMITTEE.

WE ALSO HAVE AFFILIATED SCIENTISTS AND ENGINEERS, INNOVATORS AND INVESTORS AND OF COURSE, OUR CITIZENS.

BACK IN 2017, THE COUNCIL AND MANAGEMENT CONFERENCE CAME UP WITH A VISION.

OF A HEALTHY ECOSYSTEM, HEALTHY COMMUNITY AND HEALTHY ECONOMY.

THE MISSION ONE LAGOON, ONE COMMUNITY, ONE VOICE.

AND THE PROMISE IS SIMPLE CLEAN WATER FOR PEOPLE AND NATURE.

THE GOALS ARE TO ATTAIN AND MAINTAIN WATER AND SEDIMENT OF SUFFICIENT QUALITY TO SUPPORT A HEALTHY ESTUARINE LAGOON ECOSYSTEM.

TO ATTAIN AND MAINTAIN A FUNCTIONING, HEALTHY ECOSYSTEM WHICH SUPPORTS ENDANGERED AND THREATENED SPECIES.

FISHERIES, COMMERCE AND RECREATION.

TO ACHIEVE HEIGHTENED PUBLIC AWARENESS AND COORDINATED INTERAGENCY MANAGEMENT OF THE ECOSYSTEM AND TO IDENTIFY AND DEVELOP LONG TERM FUNDING SOURCES FOR THE PRIORITIZED PROJECTS AND PROGRAMS TO PRESERVE, PROTECT, RESTORE AND ENHANCE THE INDIAN RIVER LAGOON.

OVER THE NEXT DECADE, THE NEP WILL JOIN WITH PARTNERS IN ITS MANAGEMENT CONFERENCE TO ADVANCE INITIATIVES AND ACTIONS THAT WILL RESTORE THE IRL, ENHANCE THE STEWARDSHIP OF OUR SYSTEM AND ALIGN WITH THE AUTHORITY, MISSION, VISION, PROMISE AND GOALS.

REALIZATION OF THE COMPLETE BENEFITS OF THE COUNCIL AND DEVELOPMENT OF OUR CMP.

THAT'S OUR MANAGEMENT PLAN.

IT'S GOING TO TAKE A WHILE, SO WE ARE IN IT FOR THE LONG HAUL.

AND THAT WATERSHED, IT'S GOING TO REQUIRE SIGNIFICANT AND SUSTAINED PROGRAM SUPPORT, BOTH HUMAN AND FINANCIAL.

SO OUR GOAL IS TO BE THAT ONE COMMUNITY, ONE VOICE FOR ALL OF THE ALL OF THE LAGOON.

AND JUST LAST YEAR THERE WAS AN ADDITIONAL 909,000 FOR AN ADDITIONAL FIVE YEARS FROM THE BIPARTISAN INFRASTRUCTURE INVESTMENT JOBS ACT.

SO YOU SEE HERE WE GET A LOT OF FUNDING FROM SAINT JOHN'S WATER MANAGEMENT DISTRICT, 500,000.

WE ALSO GET IT FROM SOUTH FLORIDA WATER MANAGEMENT DISTRICT, THE US EPA.

THE DEP AND ALSO THE FIVE COUNTIES FROM VOLUSIA DOWN TO MARTIN COUNTY CONTRIBUTE $50,000 A YEAR.

ALL RIGHT. SO WE HAVE A PLAN.

AND THIS IS MY FAVORITE PART.

NOW, IF YOU NOTICE THOSE LITTLE RED DOTS THAT INDICATE CRITICAL CONDITIONS, THOSE ARE HIGHLIGHTING SEAGRASS STORMWATER, WASTEWATER IMPAIRED WATERS, HARMFUL ALGAL BLOOMS AND OF COURSE, FUNDING AND IMPLEMENTATION.

SO TO DATE, WHAT HAVE WE DONE SINCE 2015? IN ALL FIVE COUNTIES WE'VE INVESTED OVER $14 MILLION IN MARTIN COUNTY, $2,774,000 AND 22 PROJECTS WITHIN THE COUNTY OF MARTIN.

SO WE'RE REALLY EXCITED TO SPREAD THAT WEALTH AND WE WANT TO DO MORE GOING FORWARD.

THAT'S OUR PLAN. THAT'S PRETTY MUCH WHY THEY'VE GOT THEY ADDED THE TEAM, THE COMMUNITY ENGAGEMENT COORDINATOR, SO THAT WE CAN SPREAD THE WEALTH OF INFORMATION AND ALSO OUR RESOURCES THAT WE HAVE.

SO BY THE NUMBERS, THERE'S A 33 TO 1 RETURN ON INVESTMENT.

WHEN YOU PARTICIPATE IN THE INDIAN RIVER LAGOON NATIONAL EXCUSE ME, NATIONAL ESTUARY PROGRAM PROJECTS, WE HAVE 934 MILLION ANNUAL REAL ESTATE VALUE ADDED FROM THE INDIAN RIVER LAGOON.

ALSO $7 TRILLION TOTAL ECONOMIC VALUE.

SO WHAT'S THE CURRENT HEALTH STATUS OF OUR LAGOON AND WHAT DOES IT MEAN TO US AND OUR CITIZENS? I'M SO SORRY. IT'S CHANGING.

THERE'S URBAN RUNOFF FROM OUR CITY'S AGRICULTURAL AND LIVESTOCK, RUNOFF FROM FARMS, WASTEWATER TREATMENT PLANTS WITH WATER REUSE AND BIOSOLIDS, RESIDENTIAL RUNOFFS FROM OUR HOMES.

SO ALL OF THESE THINGS IMPACT.

SO WE'VE ALSO GOT MUCK FLUX AND ALL THESE OTHER THINGS.

AND THE STEERING COMMITTEE CONSISTED OF SEVERAL GROUPS AND ORGANIZATIONS WITHIN THE CITY, IN MARTIN COUNTY, PEOPLE WHO HAD A VOICE AND WOULD LIKE TO BE INVOLVED. AND BACK THEN, COMMISSIONER MARY HUTCHINSON WAS STRONGLY INVOLVED IN THE PARK DESIGN AS WELL, AND THE ORIGINAL STAFF MEMBERS THERE ARE NOTED.

THAT WAS THE THE AREA OF THE PARK THAT WE WERE GOING TO DESIGN.

YOU CAN SEE IT'S FLANKED BY THE UTILITY SITE BELOW EAST OCEAN, GEORGIA AVENUE.

SO THE THE VETERANS AREA BECAME VERY IMPORTANT.

THERE WAS ANOTHER PHASE WHICH WE'RE GOING TO TALK ABOUT TODAY, WHICH IS THE AMPHITHEATER.

WE HAD A NEW DRAINAGE SYSTEM PUT INTO PLACE, WHICH IS A BIOSWALE ENVIRONMENTALLY SENSITIVE BIOSWALE THAT WORKED INTO THE LAKE.

AND WE ACTUALLY HAD THOUGHT OF ADDING PARKING THAT WAS TAKEN OUT.

THERE WAS AMPLE PARKING ON THE STREET AND WE HAD AMPLE PARKING THAT WE ADDED IN THIS AREA.

SO THAT WAS THE MASTER PLAN WAS GENERATED AND APPROVED BY THE CITY IN 2009.

THEN IN 2016, THE MASTER PLAN WAS UPDATED AND THE NEXT PHASE, WHICH WAS THE RESTROOM, WAS DEVELOPED FOR THE PARK. THE MASTER PLAN WAS UPDATED.

YOU CAN SEE THERE'S TWO AREAS THE AMPHITHEATER AREA AGAIN AND THE CHILDREN'S.

THIS WAS ON OUR ORIGINAL MASTER PLAN, A CHILDREN'S ACTIVE COMPUTERIZED FOUNTAIN AREA AND SMALL STAGE AREA FOR CHILDREN.

THE. MASTER PLAN WAS ALSO UPDATED TO SHOW WHAT WAS COMPLETED AND WHAT WAS NOT COMPLETED.

SO WE'RE REDEVELOPING AND REDESIGNING THIS, THE AMPHITHEATER SITE.

AND LO AND BEHOLD, WE RUN INTO A PROBLEM.

WE WERE GOING TO WORK WITH THE EXISTING STAGE AREA THAT THAT STAGE HAS BEEN THERE SINCE WE STARTED DESIGNING.

SOME OF THE FOCUSES OF THESE PROGRAMS ARE HOLISTIC HEALTH, SO WE'RE TRYING TO FOCUS IN ON THEIR MENTAL FITNESS, THEIR PHYSICAL FITNESS, THEIR SOCIAL FITNESS AND THEIR SPIRITUAL FITNESS.

WE'RE TRYING TO ALSO INCLUDE WHEN WE CAN PAST, PRESENT AND FUTURE FIRST RESPONDERS SO PEOPLE WHO ARE INTERESTED IN JOINING INTO THE CAREER FIELD, PEOPLE WHO'VE RETIRED WITH EXPERTISE, BECAUSE LEADERSHIP DEVELOPMENT IS A PROCESS OF GROWING THOSE PEOPLE FROM THE GROUND UP.

AND SO A LOT OF WHAT WE DO IS TRYING TO HONOR AND CELEBRATE HIGH RISK PUBLIC SERVICE, WHICH IS WHAT MAKES OUR COMMUNITY GREAT.

IT'S PROBABLY MORE OF A MOMENT OF EDUCATION RIGHT NOW RATHER THAN SOMETHING THAT WE CAN DO EFFECTIVELY TO STOP IT.

UNFORTUNATELY, THIS BILL HAS ALREADY PASSED UNANIMOUSLY IN THE FLORIDA SENATE.

IT'S IT'S LOOKING IT DOES HAVE A COMPANION IN THE HOUSE, WHETHER OR NOT THE LANGUAGE GETS ALTERED OR MODIFIED BEFORE FINAL APPROVAL TO THE GOVERNOR'S OFFICE, WE WON'T KNOW FOR FOR PERHAPS A COUPLE OF WEEKS.

BUT IT'S IMPORTANT, I THINK, ESPECIALLY IN THE CONTEXT OF EVERYTHING THAT THAT YOU'VE SEEN TONIGHT AS FAR AS THE PRESENTATION ON, YOU KNOW, MAX BUILD OUT FOR THE CITY, WHEN WE TALK ABOUT MULTIFAMILY DEVELOPMENTS, HOW IMPACTFUL A BILL LIKE THIS IS, IT'S PERHAPS ONE OF THE MOST IMPACTFUL BILL ON LOCAL GOVERNMENT THAT WE'VE SEEN IN THE LAST DECADE OR SO.

AND THE REASON IS, IS I HAD SOME CONVERSATIONS WITH MR. MORTEL AND JOLIE BORGIOLI FROM OUR FINANCE DEPARTMENT, TRYING TO LOOK AT IT FROM DIFFERENT PERSPECTIVES, DIFFERENT LENSES, HOW THIS BILL COULD AFFECT US.

I KNOW WE ALL HAVE WE'RE ALL APPROACHING IT FROM FROM THESE DIFFERENT LENSES AND FROM MINE.

MY PERSPECTIVE AND JUST POLICYMAKING IS THAT THIS MAKES LOCAL COMMISSIONERS VERY IRRELEVANT ON VERY IMPORTANT DEVELOPMENTS.

AND THAT ALSO MAKES THE WILL OF THE PEOPLE IN THOSE COMMUNITIES MORE IRRELEVANT THAN THEY'VE EVER BEEN.

AND THAT, I THINK, IS HARMFUL GENERALLY TO THE WHOLE PROCESS.

AND THAT'S SOMETHING THAT WHEN YOU THINK OF THE COSTCO DEVELOPMENTS, THE MOST RECENT ONE, THAT'S BEEN DISCUSSED A LOT IF IF COSTCO WITH THE HOUSING DEVELOPMENT ASPECT, WERE TO HAVE MET THE QUALIFICATIONS ON HERE AS TO WHAT IS CONSIDERED AFFORDABLE HOUSING, WHICH IS A VERY LOOSE DEFINITION IN THE STATE OF FLORIDA, THEN THERE WOULD HAVE BEEN NO PUBLIC HEARINGS. THERE WOULD HAVE BEEN NO MULTI, I DON'T KNOW, TEN PLUS HOURS WORTH OF HEARINGS.

IT WOULD HAVE HAD TO HAVE GONE THROUGH AN ADMINISTRATIVE APPROVAL.

AND HOW MANY APARTMENTS COULD THEY HAVE PUT ON THERE? AND THAT'S THE SCARY PART.

I APPRECIATE THE COMMISSION.

THE QUESTION, COMMISSIONER, IS IF THERE'S A RESIDENTIAL PARCEL IN YOUR COMMUNITY, IN THE CASE OF STUART MARTIN COUNTY, YOU KNOW, WE STILL HAVE A FOUR STORY HEIGHT LIMIT.

SO THAT WOULD BE IN PLACE.

THAT WOULDN'T BE A PROBLEM, BUT THEY WOULD BE ABLE TO BUILD OUT A MAX DENSITY 30, I THINK IT APPROVED WITH AROUND NINE 1500 UNITS.

LLC WAS APPROVED AT 8.1 UNITS PER ACRE.

IT WOULD HAVE BEEN ADMINISTRATIVELY APPROVED AT 30 AND THAT WOULD HAVE BEEN 1500 UNITS.

BUT ON TOP OF THAT, THE FLORIDA DEP FOUND THAT THE WATER ON THE SITE AND THE AREAS THAT WERE REFERRED TO AS WETLANDS BY THE CITY, THERE WERE NINE AREAS MADE UP 5.9 ACRES.

BUT THE FDEP REPORT THAT WAS COMPLETED AFTER OUR HEARINGS WERE OVER DETERMINED THAT THEY WERE IN SUCH LOW GRADE THAT THERE WAS ZERO MITIGATION NECESSARY.

SO THE CITY HAD MADE THEM DO MITIGATION AND THEY AGREED TO BUILD THE $3.5 MILLION ROAD WITH THE TRAFFIC CIRCLE IN THE MIDDLE OF IT AND THE TEN FOOT WIDE SIDEWALK WITH THE LATERAL PARK, AS WELL AS THE ADVANCED STORMWATER SYSTEM.

BUT THAT WOULDN'T HAVE BEEN INVOLVED BECAUSE THERE WOULD HAVE BEEN NO NEGOTIATION AND NOR WOULD THERE HAVE BEEN A 25% PRESERVATION OF UPLANDS.

BECAUSE IF YOU DON'T NEED A PUD TO BUILD IT, THERE'S NO METHOD FOR US TO GET THEM TO DEDICATE 25% OF THE LAND AS GREEN SPACE.

IT KIND OF MAKES ME GLAD THE COSTCO IS THERE.

YEAH. AND I MEAN, I CAN BELIEVE I CAN REALLY GO INTO BULLET POINT BY BULLET POINT.

I DON'T KNOW IF MR. HAS ALREADY SHARED THE THE STAFF ANALYSIS THAT WE PUT TOGETHER, BUT IF NOT, I'D BE HAPPY TO SEND THAT TO EVERY COMMISSIONER.

YES, PLEASE. COULD YOU SHARE WHAT THE TAX PROVISIONS REGARDING PROPERTY TAXES? I THINK AS DISTURBING AS SOME THINGS ARE, THE THE TAX CONSEQUENCES I THINK ARE JUST AS DISTURBING BECAUSE EFFECTIVELY WE'RE GOING TO PAY AS THE EXISTING RESIDENTS ARE GOING TO PAY FOR THE GROWTH OF THESE UNITS.

WE WILL SEE LOCAL GOVERNMENTS GO OUT OF BUSINESS BECAUSE OF A BILL LIKE THIS.

AND WE ALREADY ARE BECAUSE OF PREVIOUS BILLS.

IT'S THERE'S A YOU ONLY HAVE SO.

REVENUES FOR MUNICIPALITIES COMPARED TO EXPENDITURES.

AND IT'S BECOMING MORE.

CAN YOU GO INTO SOME OF THE THE SPECIFICALLY WITH THIS BILL? ABSOLUTELY. THERE THERE WILL BE DEVELOPMENTS THAT WILL EITHER BE ABLE TO GET 75% OR 100% AD VALOREM EXEMPTION.

AND WE'RE TALKING ABOUT VERY LARGE, PROBABLY AMONG THE LARGEST WE'VE EVER SEEN IN THE CITY BECAUSE OF JUST HOW UNFETTERED DEREGULATION WOULD BE.

THEY WOULD BE ABLE TO COME HERE.

MAYBE THEY'RE ADDING 1500 UNITS, LET'S SAY, ON THE COSTCO PROPERTY, 2000 UNITS.

THAT'S A LOT OF PEOPLE TO SERVE, WHETHER IT'S WATER, WHATEVER THE WHATEVER THAT SERVICE IS THAT WE'RE PROVIDING TO THEM, THOSE HAVE COSTS ARE FIXED AND WE CAN GET UP FRONT IMPACT FEES, BUT THOSE ARE VERY MARGINAL AS FAR AS LONG TERM AD VALOREM COLLECTION TO PAY FOR THOSE SERVICES IN PERPETUITY.

IT'S NOT HERE, IT'S NOT IN THIS BILL AND THEY CAN BE EXEMPT AT 2059, I BELIEVE.

I BELIEVE THAT'S THE CASE, YES.

NOW, MIND YOU, THIS BILL, AS IT'S WRITTEN, WILL ONLY ALLOW THIS THESE PROVISIONS THROUGH FOR THE NEXT TEN YEARS THROUGH 2033.

NOW, IT'S NOT TO SAY THEY COULDN'T EXTEND BEYOND THAT AT THAT TIME.

THERE'S ALSO A MEANS THERE'S A RACE TO GET IT DONE, RIGHT? YES. AND TEN YEARS AGO.

SO IN THOSE TEN YEARS, HOW MUCH, IF YOU WANT TO CALL IT DAMAGE, BUT HOW MUCH PARADISE CAN BE PAVED IS THE QUESTION.

AND AS YOU SAID, WITHOUT A AND JUST DEVELOP IT ON STRAIGHT ZONING, THEY'RE GOING TO DEVELOP THEIR LAND.

BUT THE INFRASTRUCTURE THAT WE WOULD REQUIRE THEM TO PROVIDE, THEY WOULD STILL BE DOING THAT DSL LAYING AND THOSE KIND OF THINGS.

IT GETS WORSE WHEN WE START LOOKING AT THE OTHER BILLS IN THE LEGISLATURE.

THERE'S ONE MORE THAT I KNOW IT'S NOT A PARTY TO THIS BILL, BUT IT DELETES THE DEFINITION OF PLANNED UNIT DEVELOPMENT IN MASTER PLANNED COMMUNITY.

SO I DON'T WANT TO GO INTO, YOU KNOW, HOW ALL THESE BILLS COULD POTENTIALLY ALL WORK TOGETHER.

WE DON'T KNOW WHAT'S GOING TO HAPPEN, BUT THE STUFF THAT'S BEING DRAFTED ON PAPER IS CONCERNING.

AND AGAIN, THIS IS SOMETHING I'D BE HAPPY TO SEND TO THE TO THE WHOLE COMMISSION FOR THE RELEVANT PORTION OF IT.

IT SAYS THAT ON ANY COMMERCIAL, INDUSTRIAL OR MULTI OR MIXED USE OR MULTIFAMILY DESIGNATED LANDS, THAT IF THE DEVELOPER PROJECTS THAT THEY WILL BUILD 40% OF THE UNITS WITHIN THE ARMY OF 120%, WHICH IS WORKFORCE HOUSING, THEN MARTIN COUNTY IS.

WELL, THAT'S A QUESTION AS TO WHAT AM I IS.

BUT THAT'S ROUGHLY $84,000 WITH A FAMILY OF FOUR TIMES 1.2, WHICH IS $104,000, WHICH COMES OUT TO RENT OF ABOUT $2,500 A MONTH.

YOUR RENT IS $2,500 A MONTH.

IT'S AFFORDABLE. BUT SO IF 40% OF THE UNITS MEET THAT RENTAL OBLIGATION, THEN THE DEVELOPER IS ENTITLED TO GO TO THE DEVELOPMENT DEPARTMENT AND GET APPROVAL FOR THE MAXIMUM DENSITY OF ANY MAXIMUM DENSITY WITHIN THE MUNICIPAL BOUNDARIES.

SO IN THE CITY OF STUART, THAT'S PROJECTED AT 30 UNITS AND THEN IT CAN BE THE HEIGHT RESTRICTION IS ESSENTIALLY FOUR STORIES, BUT NOT THREE.

SO IN STUART, THERE WOULD BE NO PUBLIC HEARING ON THE HEIGHT.

AND CURRENTLY WHAT WE DO IS OUR MAXIMUM DENSITY IS 15 AND A LOT OF OUR HEIGHT RESTRICTIONS ARE THREE, SOMETIMES FOUR, BUT THEY REQUIRE COMMISSION ACTION.

THE ONLY WAY TO GET A COMMISSION ACTION IS THROUGH A PUD.

AND THE FIRST THING THAT HAPPENS IN OUR CODE IS THAT YOU HAVE TO SET ASIDE 25% OF THE LAND FOR GREEN SPACE.

BUT IF YOU DON'T HAVE THE PUD OR YOU DON'T HAVE THE COMMISSION IN FRONT OF YOU, THERE IS NO SET ASIDE.

IN ADDITION TO THAT, WE ANTICIPATE DECEL LANES OR OTHER TRAFFIC CONCERNS AND THINGS LIKE THAT AND HAVE THE DEVELOPERS DO THOSE BUS STOPS, BIKE RACKS, SIDEWALKS, THINGS LIKE THAT AS A PART OF THEIR CONTRIBUTION TO THE DEVELOPMENT, ENHANCED STORMWATER, THINGS OF THAT NATURE. BUT THAT WILL NO LONGER BE AVAILABLE BECAUSE THERE WON'T BE A PUBLIC HEARING ON IT.

THE NEXT THING THAT HAPPENS IS THAT IF IN FACT SOMEBODY, A 500 AND 1C3 DEDICATES 100% OF THEIR UNITS FOR I BELIEVE IT'S 70 YEARS OR LONGER, THEN THEY GET, AS MR. HOGARTH WAS POINTING OUT, A 100% AD VALOREM WAIVER.

SO IN THEORY, SOMEBODY COULD LITERALLY APPLY FOR THE TAX CREDITS TO BUILD A AFFORDABLE HOUSING PROJECT, GET ALL THE TAX CREDITS, AND THEN ALSO NOT PAY ANY AD VALOREM ON THAT AS LONG AS THEY RENT IT FOR THE PRICES THAT YOU WERE DESCRIBING.

THE OTHER PROBLEM WITH IT IS, IS ASSUMING THAT SOMEBODY DID BUILD HOWEVER MANY UNITS, LET'S SAY 500 UNITS IN A IN A PROJECT, AND 40% OF THAT WOULD BE 200 OF THE UNITS ARE SUPPOSED TO BE BELOW $2,500 A MONTH.

SO 300 OF THEM COULD BE $3,500 A MONTH.

BUT WHO? WHO'S GOING TO KEEP TRACK.

LIKE HOW DO YOU KNOW WHAT WHAT THEY'RE BUILT AT IS ONE OF THE QUESTIONS.

NOW, FOR WHAT IT'S WORTH, IT DOES SOUND LIKE IT'S AN EXTREME MEASURE.

IT WAS SUPPORTED BY THE LEAGUE OF CITIES BECAUSE THE STATE RECOGNIZES A.

THE HOUSING CRISIS.

IN ADDITION TO THAT, THE REASON IT'S PROBABLY PROJECTED AT TEN YEARS IS PROBABLY THAT KIND OF RUNS HAND IN HAND WITH THE BABY BOOM POPULATION RETIREMENT.

AND THEY DON'T THINK THAT TEN YEARS FROM NOW WILL HAVE THAT SAME EXTREME MOVEMENT TO TO FLORIDA.

AND LASTLY, BECAUSE OF THE INVENTORY THAT MR. DYESS DID FOR US BACK IN NOVEMBER, WHEN THAT ZONING IN PROGRESS STARTED, WE KNOW NOW THAT THE CITY REALLY HAS UNDER 200 ACRES OF TOTAL LAND AVAILABLE, 120 OF ITS COMMERCIAL, AND THE OTHER 80 IS MADE UP OF AN ASSORTMENT OF DIFFERENT LAND USES.

BUT FOR THE CITY, I MEAN, OBVIOUSLY IT'S NOT IDEAL BY ANY MEANS, BUT IT'S NOT A SITUATION LIKE WHEN YOU START THINKING ABOUT THE COUNTY AND HOW IT WILL IMPACT, YOU KNOW, PLACES THAT HAVE BIG, VAST OPEN LANDS.

IT'S MUCH MORE SIGNIFICANT TO SOMETHING THAT, FORTUNATELY FOR THE CITY, THERE'S REALLY ONLY ABOUT THREE REALLY LARGE VACANT LAND AREAS LEFT IN THE CITY THAT COULD BE SUBJECT TO A REALLY LARGE DEVELOPMENT, WHICH IS GOOD.

AND I'M NOT SAYING IT'S A WINDFALL FOR US BY ANY MEANS.

I'M JUST POINTING OUT THAT IT'S NOT IT'S NOT GOING TO CAUSE US TO COMPLETELY FALL OVER OURSELVES TOMORROW AND YOU'RE NOT GOING TO SEE A SIGNIFICANT LIFE ALTERING.

ONE OF THE CONCERNS I HAVE IS, YOU KNOW, ESPECIALLY AS STUART BEING THE TRADITIONAL ECONOMIC CENTER FOR MARTIN COUNTY AND PARTS OF SAINT LUCIE COUNTY, YOU KNOW, WE'RE ALREADY GETTING CRUSHED BY PORT TRAFFIC.

AND YOU HAD 20,000 MORE APARTMENTS ON BECKER ROAD, YOU KNOW, SOMEWHERE ALONG GREEN RIVER PARKWAY, SOMETHING LIKE THAT, YOU KNOW, BETWEEN, YOU KNOW, TO, YOU KNOW, PUT 500, 1000 MORE APARTMENTS HERE AND ANOTHER 1000 THERE AND 20,000 HERE.

NOW WE'VE REALLY GOT, YOU KNOW, INSTEAD OF 60,000 TRIPS EACH WAY OVER THE ROOSEVELT BRIDGE, EVERY DAY, WE'VE GOT 100,000 TRIPS.

YOU TALK TO YOU TALK TO COMMISSIONER CAMPI ABOUT MURPHY ROAD OUT COMING FROM ALL THE TRAFFIC COMING IN FROM BECKER.

AND THAT IS GOING TO BE A VERY CONCERNING ISSUE FOR US AS WE MANAGE OUR GROWTH IS CONTINUING TO MANAGE TRAFFIC AND SO FORTH.

AND IT SAYS A COUNTY OR MUNICIPALITY MAY NOT ADOPT LAW, REGULATION RULE OR POLICY RELATING TO ANY OF THE FOLLOWING WATER QUALITY, WATER QUANTITY, POLLUTION CONTROL, POLLUTANT DISCHARGE PREVENTION OR REMOVAL OR WETLANDS, INCLUDING ANY DELINEATION.

MIKE, WHAT HAPPENS IF YOU DO ADOPT ANY OF THOSE RULES? IF THE DEPARTMENT DETERMINES THAT A COUNTY OR MUNICIPALITY IS IN VIOLATION OF THIS SECTION, THE DEPARTMENT SHALL NOTIFY THE CHIEF FINANCIAL OFFICER OF THE VIOLATION AND THE CHIEF FINANCIAL OFFICER SHALL WITHHOLD ANY STATE FUNDS TO WHICH THE COUNTY OR MUNICIPALITY MAY BE ENTITLED.

IT TOOK AWAY IT GAVE THE BUILDERS THE ABILITY TO DO AFFORDABLE HOUSING.

IT TOOK AWAY PROTECTION OF WETLANDS.

IT TOOK AWAY ANY SETBACKS, IT TOOK AWAY PARKING.

AND TO BE PERFECTLY HONEST, IT'S 1989.

TODAY IS 2023.

THAT PROGRAM HAS DONE NOTHING TO ALLEVIATE AFFORDABLE HOUSING IN THE STATE OF CONNECTICUT.

THE ONLY PEOPLE WHO BENEFITED FROM IT WERE THE DEVELOPERS WHO HAVE NOW MADE THEIR MONEY AND THEY'RE LONG GONE.

AND THE CITIES, THE SMALL TOWNS ARE ALL STUCK WITH THE INFRASTRUCTURE COSTS, ALL OF THE THINGS THAT COME OUT OF THAT.

SO ANYTHING WE CAN DO TO STOP IT, WE NEED TO DO.
