R. A PROGRAM PROVIDES A REIMBURSEMENT GRANT OF UP TO $10,000 OF PUBLIC FUNDS PER PROPERTY TO MATCH PRIVATE FUNDS TO PAY FOR THE DESIGN AND COMPLETION OF PROPERTY IMPROVEMENTS. FUNDS ARE APPROPRIATED ANNUALLY BY THE C R A. AND WE HAVE $50,000 ALLOCATED PURPOSEFUL YEAR 2023. THE PROGRAM ENDS TO ENCOURAGE SHADE OVER PEDESTRIAN WALKWAYS, IMPROVED CONDITIONS FOR WALKING IN PEDESTRIAN ACTIVITIES, AND WE RECENTLY AMENDED THE PROGRAM GUIDELINES TO ENCOURAGE BUSINESSES TO VOLUNTARILY UPGRADE LANDSCAPING AS PART OF THE OVERALL IMPROVEMENT. THE C R A RECEIVED FOR APPLICATIONS FOR FISCAL YEAR 2023 GRANT CYCLE, THE CR AIDED PUBLIC OUTREACH TO ENCOURAGE THE BUSINESSES TO APPLY FOR THE PROGRAM. OUTREACH EFFORTS INCLUDED ELECTRONIC NEWSLETTER TO THE CITY'S CONTACT LIST, DISTRIBUTING FIRES TO LOCAL BUSINESSES ATTENDING COFFEE WITH THE MAYOR AND SOCIAL MEDIA PLATFORMS SUCH AS TWITTER, FACEBOOK AND INSTAGRAM. THE PROGRAM PROVIDES A GRANT. TO $10,000 FOR VISIBLE EXTERIOR IMPROVEMENTS TO COMMERCIAL PROPERTIES. PROJECTS ARE EVALUATED BASED ON FOUR CATEGORIES, INCLUDING OVERALL VISUAL IMPACT OF THE PROPERTY WITH PROPOSED IMPROVEMENTS, HOW THE PROJECT RELATES TO THE URBAN STREET AND IMPROVES PEDESTRIAN WALK ABILITY. PRIVATE INVESTORS INVESTMENT TO GRANT REQUEST RATIOS. AND IMPROVEMENTS THAT HELP PRESERVE HISTORIC BUILDINGS . A MINIMUM OF 60 POINTS IS REQUIRED FOR FUNDING. OUR FIRST APPLICANT WAS CARE PLUS ASSOCIATES INC. LOCATED ON +611 SOUTHWEST FEDERAL HIGHWAY. THIS IS A RETURNING APPLICANT FROM LAST YEAR IN FISCAL YEAR, 2022. THE APPLICANT INSTALLED A BENCH AND IMPROVEMENTS WERE MADE TO THE PARKING LOT AND LANDSCAPING . THE TOTAL IMPROVEMENT COST WAS $8268 WITH A 50% MATCH BEING APPROVED FOR $4134. THIS FISCAL YEAR REQUEST IMPROVEMENTS, INCLUDING NEW REAR PARKING LOT FENCE, EXTERIOR PAINT AND FRONT FACADE REPLACEMENT WITH A TOTAL INVESTMENT. COST OF $21,095. THE CURRENT FENCE IS 28 YEARS OLD AND IN A STATE OF DISREPAIR IN 2020 21, THE CITY REPAID MCPHERSON STREET, MAKING IT ONE WAY BY INSTALLING A SIDEWALK THAT IS FREQUENTLY TRAVELED BY RESIDENTS. THE FRONT DEFENSE, FACES NEIGHBORING HOMES AND IS CURRENTLY AN EYESORE. FENCE IMPROVEMENTS WILL INCLUDE THE REMOVAL OF AN EXISTING FENCE AND INSTALLATION OF A FOUR FT AND SIX FT CONNECTING FENCE. THE 1ST 30. FT FROM THE BUILDING IS SIX FT. HIGH SHIELDING THE BACKSIDE OF THE EXISTING APARTMENT BUILDINGS ON THE NORTH, AND THEN IT REDUCES TO FOUR FT FOR THE REMAINDER OF THE DISTANCE BACK TO CHANNEL AVENUE. PROPOSED LANDSCAPING IMPROVEMENTS WILL INCLUDE 3 10 TO 12 FT. COCONUT PALMS. 15 EGGS OR A FLOWERS, SOIL AND MULCH. THE IMPROVEMENTS ARE CONSISTENT WITH THE LANDSCAPING NORTH OF JOAN JEFFERSON AND DOWNTOWN AS WELL AS THE PROPOSAL AND ESCAPING SOUTH OF JOAN JEFFERSON. THE AWNINGS WILL MATCH THE PROPOSED EXTERIOR PAINT COLORS WITH GRAY AND WHITE STRIPES. PROPOSED LANDSCAPING WILL ENHANCE THE SIDEWALK AND PROVIDE APPEAL ON DENVER AVENUE IN FRONT OF THE EXISTING PARKING LOT WALL HIBISCUS TREE WILL BE SURROUNDED BY VIBRANT PLANTS SUCH AS MULTI GRASS VERMILLION ADDS LANTANA AND CALIFORNIA POPPY. MULCH LARGE ROCKS AND EDGING WILL BE USED TO DEFINE THE SPACE. SIMILAR LANDSCAPE WILL BE ADDED TO THE ADJACENT WALL ON THE BUILDING WITHIN THE PARKING LOT, BUT VISIBLE STREET SIDE. STAFF WOULD LIKE TO POINT OUT THAT THE APPLICANT HAS REMOVED TWO LARGE TREES FROM THE AREA DESCRIBED SINCE THE APPLICATION WAS SUBMITTED. THE PICTURE SHOWN REFLECTED TREE ROOM. AND SO THE ADDITIONAL WOULD BE ON A NOTE THAT WOULD BE BUDGETED IN FISCAL YEAR. 2024 THEN SORT OF GOING DOWN LIGHT ITEM LIKE THAT. HOW ABOUT SEMINAL STREET? THAT'S ALREADY BUDGETED THIS YEAR. AND THEN THE OKAY. COMPLETE STREET. AT 4 TO 5 MILLION FOR ESTIMATED CONSTRUCTION. THAT'S UM, THAT'S GOING TO TAKE ABOUT A YEAR OR TWO YEARS TO FINISH THE DESIGN, WORKING WITH THE NEIGHBORHOOD.

UM, SO WE WILL BE DURING THAT TIME WILL BE LOOKING FOR GRANTS, SO WE WOULD LIKE TO GET AT LEAST HALF OF IT TO BE FUNDED THROUGH GRANTS. AND THEN THE REST WOULD BE A BANKNOTE WOULD BE C R A WOULD BE MATCHING GRANTS FROM THE C R A RIGHT TO BE CRE, AND THEN WE WOULD TRY TO GET GRANTS.
