COMMISSIONERS AND THE PUBLIC. STAFF THE CITY MANAGER PLACED ON THE AGENDA WHAT HE CALLS THE FISCAL YEAR 2024 SNEAK PEEK. SO BASICALLY WHAT I'M GONNA SHOW YOU TODAY IS THAT THE PROPERTY APPRAISER HAS RELEASED THE CERTIFIED VALUES FOR OUR TAX ROLE FOR THIS COMING YEAR. THIS DOCUMENT WILL BE GIVEN TO THE CLERK AT THE END. FOR THE PUBLIC RECORD RIGHT NOW. IT'S CURRENTLY AN ACTIVE WEBSITE. SOMETIMES WE DON'T YOU KNOW THE AGENDA ITEMS ARE DUE TO WEEKS AGO. I DIDN'T KNOW THIS NUMBER TILL FRIDAY NIGHT. AND FOR THE MOST PART THEY ARE. THERE ARE SOME ADDITIONAL CAPITAL REQUEST AND SOME QUOTES FROM OUTSIDE VENDORS THAT WE DON'T HAVE YET SOME LICENSING RENEWALS THAT STILL NEED TO GO IN. WE HAVE MET WITH THE HEALTH INSURANCE ADMINISTRATOR. AND THE CITY IS BASICALLY TAKING A 10% INCREASE TO THE EMPLOYER CONTRIBUTION CITY MANAGER IS HANDED A SMALLER INCREASE TO THE EMPLOYEES FOR THE SHARE BETWEEN THE CITY AND THE STAFF, SO THAT'S A 10% INCREASE IN THE EMPLOYER CONTRIBUTIONS FOR HEALTH 4% INCREASE IN THE IN SOME OF THE DENTAL PORTIONS.

SOME HAD NO INCREASE AT ALL IN THE DENTAL SIDE. BASICALLY THAT FLOWS THROUGH TO EACH OF COIN.

DO YOU KNOW, THE STATE HAS A VERY SPARSE INSURANCE BUSINESS NOW HAS HURRICANES RAVAGED THE WEST COAST OF FLORIDA AND CYBERATTACKS FEWER AND FEWER COMPANIES ARE OFFERING EVEN TO COVER POLICIES IN THE STATES, SO IT'S BECOME HARDER FOR OUR CONSORTIUM OF GOVERNMENTS TO REQUIRE COVERAGE. I'M GIVING YOU THIS NUMBER AND WE ARE NOT IN BALANCE AT THE MOMENT, SO YOU'LL SEE THAT SOME NEW POSITION REQUEST AFFECTED THE FRS NUMBER INCREASES. BUT THE JULY 1ST CERTIFIED VALUE FOR THE CITY OF STEWART IS 3 BILLION TO 19 17 TO 74. YOU'LL SEE HERE AT THE END OF THE DRAFT LAST YEAR, WE WERE 2.7 BILLION AND AS I'VE BEEN DISCUSSING THE LAST SEVERAL YEARS YOU CAN SEE HERE BACK IN 2008. AND NOW WE'VE BEEN RUNNING ALONG AT FIVE THIS BUDGET THAT I'M CURRENTLY WORKING ON THAT THE MANAGER HAS NOT APPROVED ROUTINE. I HAVE A FIVE MIL IN THIS BUDGET FOR WORKING PURPOSES. THIS IS WHAT EUROPE ALARM HAS DONE. SO UH, WE'VE BEEN TALKING BACK HERE IN 2007. WE WERE MAKING $10 MILLION IN ADVIL. OR, UM WHEN THE BUBBLE BUSTED AND WE KEPT OUR MILLAGE THE SAME AND DID NOT TAKE ROLLBACK. WE ACTUALLY DROPPED OUR REVENUE DOWN TO 6.4 MILLION AT ONE TIME, SO I MEAN, I WAS MAKING MORE MONEY IN 2007 THAN I WAS IN 2012. UM WE NEVER TOLD THE CITIZENS THAT THEY GOT A TAX CUT. WE JUST REDUCE THEIR TAXES . AND NOW HERE WE ARE THIS YEAR, THIS 16.8% INCREASE RESULTS IN A $15 MILLION BUDGETED AVELAR, UM BY TRIM LAW. I DO 95% OF THE COLLECTION AMOUNT, NOT 100. AND YOU KNOW, LAST YEAR WAS 13. NOW IT'S 15. IN THIS BUDGET THAT

ONE OF THOSE IS ACTUALLY SCHEDULED TO COME ON THIS YEAR. HOWEVER THOSE ARE REVENUE NEUTRAL. THE SCHOOLS DO PAY US FOR THOSE OFFICERS POSITIONS, SO THAT'S NOT REALLY AN INCREASE. IN THE BOTTOM LINE TO THE BUDGET. THE POLICE ARE ALSO REQUESTING ONE DISPATCHER, ONE POSITION BE ADDED. AND TO COMMUNITY SERVICE AGE. THE CHIEF CAN SPEAK TO THOSE POSITIONS AT THE TIME WE GET TO THE BUDGET WORKSHOPS. THE FIRE DEPARTMENT IS REQUESTING NINE FIRE. MEDICS COMBINATION BETWEEN SOME OVERTIME AS WELL AS THE STATION THREE COMING ONLINE. I BELIEVE AND THEN IN THE WATER TREATMENT PLANT OPERATION THEY'RE REQUESTING TO WATER TREATMENT PLANT OPERATOR TRAINEES. AS WELL AS ONE UTILITY MAINTENANCE, MECHANICAL PRACTICE AND WHEN UTILITY MAINTENANCE INSTRUMENTATION AND CONTROL TECHNICIAN SO SOME OF THESE INCREASES THAT YOU'RE GOING TO SEE IN THIS NEXT SECTION OF THE PRESENTATION. AND THAT WILL RESULT IN BASICALLY BETWEEN WHAT THE GENERAL FUND PAYS THIS YEAR A WHICH THIS WILL RESULT IN THE GENERAL FUND GIVING THIS THEORY $2 MILLION THIS YEAR. AND THE COUNTY'S $2 BILLION WILL TAKE THE C R A BUDGET TO 4,000,007 321 92. AND THEN BREAK BROKEN DOWN FOR YOU BELOW. THAT IS HOW THE SIERRA WORKS. THESE ARE THE BASE YEARS OF THE ORIGINAL C R.
