[1. PRESENTATION UPDATE ON THE EAST STUART HISTORIC PROPERTIES SURVEY REPORT AND NEIGHBORHOOD DESIGNATION AS A NATIONAL REGISTER OF HISTORIC PLACES DISTRICT.]

THE PRESENTATION PANEL GANDHI, SAUDI SIERRA DIRECTOR FOR THE RECORD, UH, THIS IS AN UPDATE TO DESIGNATE EAST STEWART HAS HISTORIC DISTRICT ON THE NATIONAL REGISTER OF HISTORIC PLACES. UM THE CRB ALREADY HEARD THIS PRESENTATION, SO I'M SORRY. WE'RE GONNA HAVE TO DO THIS AGAIN. PAUL WEAVER. HE'S A CONSULTANT ON THIS PROJECT, AND HE WILL PROVIDE THE PRESENTATION. HE GAVE THE SAME PRESENTATION TO THE EASTER HISTORICAL ADVISORY COMMITTEE AND THE AND THE CRB ON OCTOBER 3RD. UNFORTUNATELY HE'S NOT DOING TOO WELL, SO HE'S JUST GOING TO JOIN US BY ZOOM. HE DOES APOLOGIZE FOR NOT BEING HERE IN PERSON, BUT HE WILL BE ABLE TO GIVE THE PRESENTATION AND ANSWER ANY QUESTIONS. UM JUST A BRIEF BACKGROUND. THE CITY SUBMITTED A PRELIMINARY REPORT TO THE DISH DIVISION OF HISTORIC RESOURCES. RECOMMENDING EAST STEWART ON THE NATIONAL REGISTER LISTING AROUND THIS TIME LAST YEAR, WE RECEIVED A PRELIMINARY APPROVAL FOR THE DESIGNATION. THE NEXT STEP WAS TO PURSUE THE FORMAL DESIGNATION OF FOR THE NOMINATION. THE BOARD APPROVED THE C R A TO HIRE, UH, APPROVED A BUDGET TO HIRE CONSULTANT TO HELP WITH THE NOMINATION PROCESS. SO THE SIERRA HIRED PAUL WEAVER, WHO DID RESEARCH AND TALK TO SOME OF THE RESIDENTS AND CONDUCTED A WINDSHIELD SURVEY OF THE NEIGHBORHOOD. HE MET WITH PHIL HARVEY TO PREPARE THE NOMINATION REPORT. WE EXPECT TO SUBMIT THE NOMINATION REPORT TO THE STATE NEXT MONTH ON NOVEMBER AND, UM THEY THEIR STAFF WILL REVIEW THE REPORT. IT TAKES ABOUT 30 DAYS AND THEN THERE'S A FORMAL REVIEW BY HISTORICAL COMMISSION. UM, AND THAT TAKES PLACE SOMETIMES AROUND APRIL AND MAY OF 2024. AND THEN THE REPORT GETS FORWARDED TO WASHINGTON. D C, UH FOR THE FOR THE FINAL REVIEW, AND AT THAT POINT GETS LISTED ON THE NATIONAL REGISTER, AND WE CAN EXPECT THAT TO BE AROUND IN SUMMER OF 2024. UH, IT'S THE E STEWART COMMUNITY. A COUPLE OF MAJOR COMPONENTS ARE JUST STEWART HOUSING COMPLEX NOW HISTORIC BUILT IN 1963 AND A VERY IMPORTANT I THINK THE MOST IMPORTANT BUILDING IN THE COMMUNITY IS STUART TRAINING SCHOOL IN 1937. NEXT SLIDE. SO THE PRODUCT THAT WE'RE DELIVERING TO THE CITY AND ULTIMATELY TO THE STATE OF FLORIDA AND THE NATIONAL REGISTER OF HISTORIC PLACES IS GOING TO BE A HISTORIC BUILDING SURVEY, WHICH CONSISTS OF A REPORT MAINLY OF THE ARCHITECTURE OF THE AREA, AND THE HISTORY. UH WE'RE GOING TO DO 166 INDIVIDUAL FLORIDA MASTER

SITES. ST PAUL FORMS FOR ALL THE BUILDINGS THAT WERE CONSTRUCTED PRIOR TO, UH 1973 OR DOING A NATIONAL REGISTER NOMINATION. I THINK ALSO, WE'RE TRYING TO DO SOME ORAL HISTORY. I'VE SPOKEN WITH MR PHIL HARVEY. HE'S BEEN VERY HELPFUL. AND THERE ARE OTHER COUPLE OF OTHER, UM PEOPLE THAT ARE VERY FAMILIAR WITH THE HISTORY OF THE COMMUNITY THAT WE'RE WORKING WITH TWO REALLY GIVE A SOUND OVERALL HISTORY OF THE, UH OF E. STEWART. SO WE'VE BEEN USING SANBORN MAPS. WE'VE GOT A LOT OF GREAT PHOTOGRAPHS. UH THIS IS A PHOTOGRAPH AND SORT PHOTOGRAPH OF E. STEWART SCHOOL ABOUT THE TIME IT WAS OPENED IN 1937. AND THEN I BLEW UP. AH A SECTION OF THE SAME BOARD MAP TO SHOW THE SCHOOL AND A LITTLE BIT OF DETAIL. NEXT SLIDE. AND THERE'S A COUPLE OF ADDITIONAL SLIDES THAT SHOWS THE LAYOUT OF THE CAMPUS. UH YOU CAN SEE IT WAS THE BUILDING WAS A MEDITERRANEAN REVIVAL STYLE BUILDING THAT WAS BUILT AND A LOT OF THE FEATURES ARE STILL THERE HAS JUST BEEN GIVEN, UH, DIFFERENT COLOR SCHEME NEXT SLIDE. BUT YOU CAN SEE SOME OF THE DETAILS. IT'S VERY, VERY, UH, IMPORTANT HISTORIC BUILDING CONSTRUCTED IN 1937 BY THE WORKS PROGRESS ADMINISTRATION, A FEDERAL PROGRAM THAT ASSISTED COMMUNITIES THROUGHOUT THE UNITED STATES. NEXT SLIDE. AND JUST SOME ADDITIONAL DETAILS ON THE BUILDINGS OVER TIME. THIS IS STILL PART OF THE ORIGINAL SCHOOL, BUT EVERY TIME IT, UH, IT GREW IN THE 19 FIFTIES. NEXT SLIDE. AND THIS THIS IS SOME OF THE LATTER BUILDINGS AND AGAIN I WAS ABLE TO GO THROUGH THE ENTIRE E STEWART NEIGHBORHOOD WITH MR HARVEY AND PARTICULARLY THE, UH, THE TRAINING SCHOOL, AND HE GAVE ME SOME INSIGHTS INTO A LOT OF THE PROGRAMS THAT WERE THERE. AND SO WE'VE DO. THAT'S THE WORST. WE'VE GOTTEN A LOT OF GOOD INFORMATION NEXT LINE. AND AGAIN. THIS IS MORE OF THE STUART TRAINING SCHOOL, THE LATTER BUILDINGS. AND SOME OF THE OTHER BUILDINGS. THERE WAS A HISTORIC ODD FELLOWS LODGE THAT THE STATE ASKS US ABOUT. UNFORTUNATELY THAT BUILDING HAS BEEN DEMOLISHED, BUT WE WERE ABLE TO DOCUMENT THE ORIGINAL LOCATION. NEXT LINE. AND THEN THERE'S A. THE 1950 MASONIC LODGE, WHICH WAS STILL THERE. AND I SPOKE WITH MR HARVEY IN DETAIL ABOUT THIS BUILDING WAS ABLE TO GET A LOT OF GOOD INFORMATION ABOUT HOW IT WAS BUILT. IT WAS A PROJECT THAT WAS TAKEN ON BY THE MASONS AND I THINK THE VETERANS OF FOREIGN WARS AS WELL. UM, SO A LOT OF GOOD INFORMATION ABOUT THAT NEXT LINE. AND THEN GOING THROUGH THE NEIGHBORHOOD WHERE THE CONCENTRATION OF BUILDING SEEMS TO BE IS IN THE RESIDENTIAL PORTION ALONG TARPON STREET.

IN A ANOTHER MAJOR COMPORTMENT COMPONENT OF THE POTENTIAL DISTRICT OF THE HISTORIC CHURCHES THERE. THIS IS A SHOT OF MACEDONIA BAPTIST CHURCH BUILT ABOUT 1969 NEXT LINE. AND THEN. UH ONE OF THE REALLY EXCITING THINGS THAT WE'RE DOING. UM AS REALLY GETTING, I THINK VERY COMPREHENSIVE HISTORY OF THE COMMUNITY. AND ONE OF THE MAJOR SOURCES OF RESEARCHERS. E STEWART NEWS. WE HAVE GOT THAT FROM 1913 TO THE PRESENT. AND IF YOU CAN LOOK AT THE AH, SLIDE TO YOUR LEFT EYE. I'M HAVING TROUBLE READING. LET ME GET ON MY SLIDE HERE, BUT. WHEN WE DID A SEARCH IN THE EAST STEWART NEWS FOR THE STUART TRAINING SCHOOL. WE LITERALLY FOUND 1239 MATCHES, SO THERE'S JUST A TREMENDOUS AMOUNT OF INFORMATION THERE. ABOUT. HE'S STEWART TRAINING SCHOOL. THE CHURCH IS A LOT OF THE IMPORTANT INDIVIDUALS IN THE COMMUNITY. SO WHEN WE COME WE FINISHED THIS REPORT. I THINK WE'RE GOING TO HAVE A VERY COMPREHENSIVE, DETAILED HISTORY OF THE COMMUNITY, WHICH I THINK IS GOING TO BE VERY VALUABLE. I THINK THAT'S IT. UM ANY QUESTIONS? I THINK PINEL KIND OF GAVE YOU THE TIMELINE. WE'RE SHOOTING FOR MID NOVEMBER TO FINISH. UM ONCE WE FINISH, WE'RE GOING TO SUBMIT THE NATIONAL REGISTER NOMINATION. WHICH BY THE WAY, HAS ALREADY BEEN APPROVED IN CONCEPT. BUT THE FLORIDA DEPARTMENT OF STATE UM, THERE WILL BE A STAFF REVIEW, THEN WANTS TO STAND FOR YOU IS COMPLETE, WILL, UH, THE NOMINATION WILL BE SENT TO THE FLORIDA HISTORICAL COMMISSION.

IT COULD BE AS EARLY AS FEBRUARY OF 2024, BUT LIKELY WILL BE IN MAY. UM, ONCE THE HISTORICAL COMMISSION COMPLETES THE REVIEW THEN, UM, THE APPLICATION WILL BE SENT TO THE NATIONAL REGISTER OF HISTORIC PLACES. SO WE HOPE TO HAVE THIS COMPLETE FULLY COMPLETE BY UM, MIDSUMMER, 2024.

WE'RE LOOKING AT ALL THE BUILDINGS THAT ARE IN THERE, BUT I THINK YOU CAN SEE AND FROM THE OTHER SLIDES, THE RESIDENTIAL AREA IS MORE, I WOULD SAY IN THE IN THE SOUTHEAST QUADRANT OF THIS MAP.

AND SO MY OPINION AT THIS POINT, AND I'VE HAD SOME DISCUSSION WITH THE NATIONAL REGISTER ADMINISTRATORS IN TALLAHASSEE MARTIN LUTHER KING HAS VIRTUALLY NO HISTORIC BUILDINGS LEFT SO THE BOUNDARY IS PROBABLY GOING TO BE BROUGHT BACK MORE IN LINE WITH THE RESIDENTIAL AREA. SO THAT'S JUST KIND OF HOW THE SYSTEM WORKS. YOU KNOW WHAT? I'M GREAT. I'M ALL FOR INCLUDING AS MUCH AREA AS WE CAN, BUT THERE ARE CERTAIN CRITERIA THAT THEY HAVE FOR DR DRAWING BOUNDARIES.

THAT WE'RE GOING TO HAVE TO ABIDE BY. SO I THINK I DON'T THINK WE WERE GOING TO BE ABLE TO GO BEYOND THIS AREA BECAUSE THAT WAS HISTORIC. EAST STEWART. IT'S ACTUALLY PROBABLY GONNA BE A MORE REDUCED AREA REFLECTING WHERE THE CONTINENT THE PRESIDENT. CONCENTRATION HAVE HISTORIC BUILDINGS ARE THAT ANSWERS THE QUESTION, AND I THINK WE HAD THIS DISCUSSION AGAIN WITH REGARD TO DOWNTOWN STUART, WHERE IT WAS NOT JUST PERFECTLY RECTANGULAR AREA DID CONFORM TO WHERE THE HISTORIC BUILDINGS WERE PRESENTLY LOCATED.
