AND IT COMES TO THE CITY OF STEWART MUNI CODE AND ITS CODE OF ORDINANCES, THE COMPREHENSIVE PLAN AND THE LAND DEVELOPMENT CODE. THOSE THREE DOCUMENTS ARE VERY BENEFICIAL. AND IF YOU'RE A COMPUTER PERSON, CONTROL F AS WELL, SO YOU CAN SEARCH IT AND YOU CAN NARROW IT DOWN. AND THIS ONE'S FOR LEE. HAMILTON, ONE OF MY THINGS THAT I'M CONCERNED WITH, I'M A TRANSPORTATION PLANNER BY TRADE. THAT'S WHAT MY MASTER'S IN URBAN PLANNING IS ABOUT. BUT HAVING COMPLETE STREET NETWORKS, HAVING CONNECTIONS, HAVING WALKABILITY IS VERY IMPORTANT. AND I KNOW THAT I'VE TALKED TO STAFF, AND I THINK THAT COMING UP WITH PLANS TO USE CRA FUNDS TO DO SOME OF THESE PROJECTS THAT WILL HELP US TO MAKE IT EASIER FOR PEOPLE TO READ CERTAIN AREAS IN OUR WITHIN OUR CRA, AND TO GET ALONG WITH SOME REDEVELOPMENT ACTIVITIES THAT NEED TO HAPPEN IS VERY IMPORTANT. SO ROME WASN'T BUILT IN A DAY, BUT THERE'S LOTS OF IDEAS AND PROJECTS THAT WE CAN DO, AND I REALLY APPRECIATE EVERYBODY WANTING TO SERVE AND WANTING TO LEARN AND TO MAKE SURE THAT OUR CITY STAYS A WONDERFUL PLACE TO LIVE, WORK AND PLAY. ONE, I WANTED TO PIGGYBACK ON ROBERT'S SITUATION BECAUSE I'VE SAID BEFORE THAT THE WAY THE TRAFFIC FLOW GOES OUT OF THE GOES OUT OF THE CITY, AT THE TRACKS HERE ON SAILFISH CIRCLE IS THAT THOSE CARS HAVE TO STOP ON THE TRACKS AND WAIT FOR THE TRAFFIC THAT'S GOING THIS WAY, AND WE NEED SOME KIND OF SIGNAGE THERE TO TELL PEOPLE THAT THAT'S WHAT'S HAPPENING, BECAUSE THEY'RE IN THE MIDDLE OF THE INTERSECTION AND ON THE MIDDLE OF THE TRACKS BEFORE THEY REALIZE WHAT'S GOING ON. SO I WANTED TO FOLLOW UP ON THAT BECAUSE I, I THINK I KIND OF MENTIONED THAT ABOUT A YEAR AGO, AND I THINK IT'S SOMETHING WE NEED TO LOOK AT. THE SECOND THING I WOULD JUST THIS IS A GREAT GROUP. SO THAT'S ONE THING. AND I THINK WE WANT TO STILL CONTINUE TO KEEP OUR FOCUS ON RETURN ON INVESTMENT. THE CRA IS DIFFERENT THAN THE CITY IN GENERAL. OUR DOLLARS ARE EARNED DIFFERENTLY THAN THE CITY IN GENERAL. AND I THINK IT'S IMPORTANT TO CONTINUE TO FOCUS ON RETURN ON INVESTMENT. WE STARTED TO DO THIS LAST YEAR IN THE AND PANEL GAVE US NUMBERS ON RETURNS ON INVESTMENT. BUT I THINK IT'S OUR JOB AS STEWARDS OF THE CRA MONEY TO SPEND THAT WISELY. THE TRAIL TOWNS ARE A PART OF THE STATE'S EFFORT TO INTEGRATE RECREATION, ECO TOURISM, AND LOCAL ECONOMIC DEVELOPMENT WITHIN THE FLORIDA GREENWAYS AND TRAIL SYSTEMS PRIORITY CORRIDOR PROGRAMS. TRAIL TOWNS ACT AS HUBS THAT CONNECT TRAIL USERS TO NEARBY RESOURCES AND ATTRACTIONS, PROMOTING SUSTAINABLE TRAVEL ALONG THE CORRIDORS. THESE DESIGNATED TOWNS ALIGN WITH THE PROGRAM BY ENSURING TRAILS ARE ACCESSIBLE, ENHANCING THE USER EXPERIENCE, AND ENCOURAGING STEWARDSHIP OF NATURAL AND CULTURAL RESOURCES. THEY ALSO SUPPORT THE GOAL OF CREATING A CONNECTED STATEWIDE TRAIL NETWORK, WITH LOCAL BUSINESSES AND COMMUNITIES BENEFITING FROM INCREASED VISITATION. TRAIL TOWNS ARE NOT STAND ALONE COMMUNITIES. WELCOMES TRAIL USERS BY MAKING THE TOWN INFORMATION READILY AVAILABLE. EDUCATES BUSINESSES ON THE ECONOMIC BENEFITS.

THESE ARE SOME OF THE TRAIL TOWNS THAT EXIST IN THE STATE OF FLORIDA CURRENTLY, AND AS YOU CAN SEE, THERE'S ABOUT 20 AND I WOULD LOVE TO BE ABLE TO STENCIL IN THE CITY OF STUART RIGHT UNDERNEATH SANFORD. WE'RE A NATURAL CHOICE FOR A TRAIL TOWN BECAUSE WE FEATURE COMMERCIAL DISTRICT NEXT TO OUR TRAIL AREAS. WE HAVE QUALITY TRAILS ALREADY IN PLACE. WELL, LOOKING AT AT WHAT IS OUT THERE, IT LOOKS LIKE THE CLOSEST MAJOR TRAIL THAT WE WOULD DOVETAIL WITH IS ACTUALLY AT THE END OF GREEN RIVER PARKWAY AND UP IN THE SAVANNAS. AND SO AND THAT'S GREAT BECAUSE IT TAKES US RIGHT BY HANEY CIRCLE. AND IT TAKES US I MEAN BY THE HANEY TRAILS. WE USE THE TAX INCREMENT FINANCING TO FUND THE PROJECTS, WITH THE GOAL TO IMPROVE THE OVERALL QUALITY OF OUR AREA. BOTH MARTIN COUNTY AND CITY OF STUART GENERAL FUNDS CONTRIBUTES TO THE TIF THAT WE REINVEST BACK INTO THE COMMUNITY. THE GOAL IS GOAL IS TO CONTINUE REINVESTING OUR TIF REVENUE THAT WE GET EVERY YEAR. WHEN WE DON'T INVEST, THEN WE DON'T GET TO LEVERAGE ANY FUTURE TAX REVENUE THAT WE GET FROM REDEVELOPMENT. SO IT'S IMPORTANT THAT WE IDENTIFY PROJECTS AND CONTINUE TO INVEST INTO OUR CRA. THE CITY OF STUART CRA IS GENERALLY BOUNDED BY NORTHEAST BAKER ROAD, WHICH IS TO THE NORTH, MONTEREY ROAD TO THE SOUTH, PALM BEACH ROAD TO THE EAST, AND FEDERAL HIGHWAY TO THE WEST, WHICH MAKES UP ABOUT 20% OF THE CITY. SO OVER THE YEARS, WE'VE USED TIF REVENUE AND GRANT TO FUND PROJECTS LIKE KIWANIS PARK, PARKING LOT AND CONSTRUCTION, OSCEOLA STREET PARKING LOT, REDESIGN OF MLK BOULEVARD, FRAZIER CREEK IMPROVEMENTS. WE'VE DONE VARIOUS STREET RESURFACING PROJECTS. WE DID THE EASTPORT WELCOME SIGN, RIVERWALK SHADE STRUCTURE. ALL OF THESE ARE LISTED IN YOUR AGENDA PACKET, SO I'M NOT GOING TO GO THROUGH EACH ONE, BUT WE'VE DONE NUMEROUS PROJECTS IN THE CRA SINCE IT WAS A REESTABLISHED IN 1998. SOME OTHER PROJECTS, VERY WELL KNOWN PROJECT COLORADO AVENUE, WHICH WAS A COMPLETE STREET PROJECT. WE USED TIF REVENUE AND WE RECEIVED GRANT FOR THAT PROJECT. WE'VE DONE A LOT OF STREETSCAPE PROJECTS, KINDRED AND JOHNSON AVENUE, THAT WAS DONE IN. 2015, 2017. WE DID THAT PROJECT THROUGH CRA AND WE RECEIVED A GRANT FOR THAT PROJECT. ALSO, GREEN BIKE LANES ON COLORADO FEDERAL HIGHWAY ON MEDIAN IMPROVEMENT PROJECTS. WE'VE DONE A RESURFACING PROJECTS IN EAST STUART RAIL, RAIL, RIVERWALK HANDRAIL REPLACEMENT AND SHEPHERD SHEPHERD PARK IMPROVEMENTS. SOME OF THE PROJECTS THAT ARE IN PROGRESS ARE DOWNTOWN UNDERGROUNDING AND STREETSCAPE, SEMINOLE STREETSCAPE PROJECT. PROJECT LIFT, WHICH IS A DEMOLITION AND NEW CONSTRUCTION IN THE EAST STUART COMMUNITY. GUY DAVIS COMMUNITY PARK IMPROVEMENTS MLK STREETSCAPE PROJECT WHICH IS IN PROGRESS AND IN DESIGN. DIXIE HIGHWAY STREETSCAPE IMPROVEMENTS, WHICH IS FROM JOAN JEFFERSON TO COLORADO. SO WE HOPE TO ADDRESS SOME OF THE SAFETY ISSUES THAT WERE BROUGHT UP TODAY THROUGH THAT PROJECT. LIPMAN NEIGHBORHOOD DRAINAGE IMPROVEMENTS. WE APPLIED FOR THE GRANT FOR THAT PROJECT IN 2023, SO WE'RE WAITING FOR THE STATE TO REVIEW OUR APPLICATION AND HOPEFULLY WE SHOULD GET AN APPROVAL IN THE NEXT COUPLE OF MONTHS FOR THAT PROJECT. GATEWAY SIGNAGES TRAFFIC CONTROL BOX WRAPS ALL THE PARK IMPROVEMENTS AND RIVERSIDE PARK NEIGHBORHOOD IMPROVEMENT PROJECT, WHICH IS JUST NORTH OF THE OLD BRIDGE THAT'S IN CONSTRUCTION RIGHT NOW. AND MOST RECENTLY, THE BOARD APPROVED THE MEMORIAL PARK PHASE FOUR IMPROVEMENT. SOME OF THE PROJECTS THAT WE I WOULD LIKE TO DISCUSS WITH THE BOARD TODAY, AND IT'S COME UP OVER THE YEARS. I WOULD LIKE SOME DIRECTION FROM THE BOARD AS TO, YOU KNOW, WHAT PROJECTS YOU WANT TO INITIATE, HOW TO PRIORITIZE THESE PROJECTS. SO WE'RE LOOKING FOR DIRECTION TO HELP US PRIORITIZE FOR THE NEXT 3 TO 5 YEARS, WE RECEIVED TIF REVENUE OF ABOUT $6.3 MILLION IN FISCAL YEAR 2025. ALSO, I THINK BOARD MEMBER MARK BRECHBILL BROUGHT UP SOME POP UP THAT WE HAD ENVISIONED AS PART OF THE OSCEOLA STREET EXTENSION PROJECT. CITY HALL REDEVELOPMENT. WE'VE HEARD THIS MANY TIMES, SO AS YOU KNOW THAT SOME OF OUR CITY DEPARTMENTS HAVE ALREADY RELOCATED TO WELLS FARGO BUILDING. SO STAFF WOULD LIKE TO UNDERSTAND BOARD'S VISION AS TO HOW THIS THIS SITE WILL GET REDEVELOPED. THIS WOULD WORK REALLY WELL AND COMPLEMENT THE GUY DAVIS COMMUNITY PARK IMPROVEMENTS, AND PROVIDE ADDITIONAL AMENITIES AND SERVICES TO OUR COMMUNITY AND ALL.
